Manager, Human Resources - Organizational Development
The Anoka County Human Resources Department provides a full spectrum of talent management services including but not limited to classification, compensation and benefits, recruitment and selection, employee relations, labor relations, performance management, and organizational development.
We are looking for a Manager, Human Resources, with a strong emphasis in organizational development to join our team. The successful candidate will play a vital role in managing a team within a subfunction for the Human Resources Department and provide direction to individual contributors directly or through a team of supervisors to prioritize workloads, coach/mentor team members, and collaborate and coordinate with leaders and teams throughout the county.
This is a full-time, exempt, hybrid position. Interviews will take place the week of Sept. 21, 2026, for those selected to move forward in the hiring process.
Pay & Benefits
- Anoka County Salary Schedule Grade 36: $85,363 to $119,496 annually ($41.04 to $57.45 per hour)

Work Location
- This position will work at Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303.
- This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.
- Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m.
Job Duties and Responsibilities
- Manage a team within a subfunction for the Human Resources Department and provide direction to individual contributors directly or through a team of supervisors to prioritize workloads, coach/mentor team members, and collaborate and coordinate with leaders and teams throughout the county.
- Partner with Human Resources leadership to understand and execute the county's human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
- Administer organizational development, training and employee engagement and recognition programs.
- Provide leadership and coordination for the Employee Engagement & Inclusion (EE&I) committee, ensuring programs and initiatives align to the county's strategic plan and are effectively planned, communicated, and executed.
- Design and administer employee and leadership development programs.
- Identify skill gaps or training needs, design training curriculum, and deliver leadership and professional development sessions to drive organizational performance.
- Lead the administration and continuous improvement of the annual performance evaluation process, ensuring consistency, clarity, and alignment with organizational standards.
- Lead Learning Management System (LMS) activities to ensure alignment with organizational goals and standards.
- Direct the creation of learning materials, including web-based training, reference guides, and instructional content.
- Facilitate workshops and training sessions as required.
- Ensure compliance with all state and federal laws, and county policy and collective bargaining agreements.
Qualifications and Requirements:
Minimum Knowledge, Skills, and Abilities Needed
- Requires a bachelor's degree and at least 5 years of job-related experience
- In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis
Preferred Knowledge, Skills, and Abilities Needed
- Degree in Business Administration, Human Resources, or related field
- Knowledge of federal, state, and local employment laws
- Knowledge of Equal Employment Opportunity
- Previous leadership experience
- Possess or able to obtain certification in the field of Human Resources
- Strong written and oral communication
- Experience in conflict resolution and problem solving
- Experience making sound decisions and offering alternative solutions
