Position Summary

We are seeking a Network Construction Manager – Fiber to support fiber-based network construction projects throughout the Phoenix, AZ market. This hybrid role requires a strong field presence, with approximately 60% local travel to construction sites and 40% office and remote work.

The ideal candidate will have hands-on experience with both Outside Plant (OSP) and Inside Plant (ISP) fiber construction, including aerial and underground facilities. This role requires thorough knowledge of local and state permitting processes, pole attachment and conduit licensing procedures with utilities, and the ability to manage multiple concurrent projects and contractors.

From project qualification and design through punch-list and close-out, the Fiber Construction Manager is responsible for ensuring projects are delivered safely, on time, within budget, and in accordance with client and internal construction standards.

Essential Job Functions

  • Partner closely with Fiber Engineers to ensure constructability and alignment with project design.
  • Conduct initial constructability reviews in accordance with project specifications.
  • Develop construction bid packages and competitively bid projects to subcontractors.
  • Manage all external vendors to ensure timely completion and budget adherence.
  • Oversee development of permit and construction plans.
  • Coordinate permitting and licensing activities with local and state agencies and utilities.
  • Order and track delivery of third-party materials.
  • Oversee site construction activities, managing schedules and subcontractors to meet customer and internal requirements.
  • Attend company and client status meetings.
  • Provide milestone updates, on-time delivery reporting, and project communications to leadership and service delivery teams.
  • Maintain accurate project tracking documentation and system updates.
  • Act as Safety Observer and Quality Assurance representative onsite, ensuring compliance with company safety programs and workmanship standards.
  • Understand prevailing construction rates and negotiate costs within project scope to maintain budget integrity.
  • Hold vendors accountable for performance, schedule, and financial compliance.
  • Proactively identify and resolve onsite issues, making recommendations to protect project timelines and budgets.
  • Ensure all work is completed in accordance with company construction standards, processes, and procedures.

Education & Certifications

  • High school diploma or equivalent required.
  • Minimum two-year technical degree or equivalent work experience preferred.
  • Valid driver’s license required.
  • BSCE or equivalent experience preferred.

Experience Requirements

  • 1–3 years of construction experience.
  • 1–3 years of direct telecommunications experience.
  • 3+ years of supervisory contractor construction experience preferred.
  • Knowledge of OSP construction techniques (aerial and underground preferred).
  • Familiarity with test equipment and procedures including:
  • Grounding and Bonding testing
  • RF Sweep testing
  • OTDR
  • Optical Power Meter
  • Passive Intermodulation (PIM) testing
  • Working knowledge of NESC, NEC, and OSHA standards preferred.
  • Strong project management skills with exceptional attention to detail.
  • Excellent organizational and administrative skills.
  • Strong negotiation and vendor management capabilities.
  • Ability to multi-task in a fast-paced, dynamic environment.
  • Strong communication and interpersonal skills with high integrity.
  • Ability to problem-solve effectively in field environments.
  • Solid foundational telecommunications knowledge.
