Position: OSP Construction Manager (Phoenix, AZ)
Job Description

Tek Com Resources is looking for an OSP Construction Manager experience working with outside plant (OSP) and inside plant (ISP) cable construction in aerial and underground environments. The role requires a thorough understanding of local and state permitting requirements, pole attachment and conduit licensing procedures with utilities, and the ability to manage multiple projects simultaneously.
The OSP Construction Manager oversees construction contractors from project qualification and design through punch-list and close-out, ensuring projects are completed to internal and customer specifications, on time, and within budget.
Essential Job Functions
  • Collaborate closely with Fiber Engineers throughout project lifecycle.
  • Manage all external vendors and subcontractors to ensure timely project completion within budget.
  • Conduct initial constructability reviews in accordance with project specifications.
  • Develop construction bid packages and competitively solicit bids from subcontractors.
  • Oversee development of permit drawings and construction plans.
  • Order and track delivery of third-party materials.
  • Oversee field construction activities, managing schedules and subcontractors to meet internal and customer requirements.
  • Coordinate construction activities with local and state agencies regarding permitting and licensing.
  • Attend internal and customer status meetings as required.
  • Provide milestone updates, schedule tracking, and general project communications to leadership and project management teams.
  • Maintain accurate and complete records within the project tracking system.
  • Serve as on-site safety observer and Quality Assurance representative, ensuring compliance with company safety programs and workmanship standards.
  • Maintain awareness of prevailing market rates for construction services and ensure competitive pricing for quality work.
  • Negotiate project costs within scope, hold vendors accountable to budget commitments, and escalate issues that may impact project completion or cost.
  • Identify and resolve on-site issues, making recommendations to maintain project schedule and budget.
  • Ensure all work is completed in accordance with company construction standards, processes, and procedures.
Education / Certifications
  • High school diploma or equivalent required.
  • Minimum two-year technical degree or equivalent work experience preferred.
  • Valid driver's license required.
Experience /

Minimum Requirements
  • One (1) to three (3) years of construction experience.
  • One (1) to three (3) years of direct telecommunications experience required.
  • Three (3) years of supervisory experience overseeing construction contractors preferred.
Preferred Qualifications
  • Knowledge of Outside Plant (OSP) construction techniques (aerial and underground).
  • Familiarity with testing equipment and techniques for Grounding and Bonding tests, RF Sweep testing, OTDR, Optical Power Meter, and Passive Intermodulation (PIM) testing.
  • Working knowledge of NESC, NEC, and OSHA standards.
