POSITION SUMMARY
The Estimator is primarily responsible for preparing accurate and competitive estimates for heavy civil underground wet utility projects, including storm drain, sanitary sewer, and water systems, for both Public Works and Private Development projects.
While this role may occasionally support estimating efforts related to grading, paving, or concrete scopes, the core focus and majority of responsibilities are centered on underground wet utilities work.
ESSENTIAL DUTIES AND RESPONSIBILITIES
* Prepare detailed and accurate quantity take-offs with a primary focus on underground wet utilities systems (storm, sewer, water)
* Set up and manage bids in HCSS Heavy Bid software
* Review proposal specifications and drawings, with emphasis on utility plans, profiles, and municipal infrastructure requirements
* Interpret civil plans and specifications, particularly those related to underground wet utility installation, trenching, shoring, and backfill requirements
* Develop material takeoffs and cost estimates specific to pipe, structures, fittings, and associated underground components
* Solicit and evaluate quotes from subcontractors and suppliers, prioritizing vendors and subcontractors specializing in underground utilities
* Analyze and input quotes in a clear, organized, and comparable format
* Evaluate subcontractor and supplier proposals for accuracy, scope completeness, and alignment with utility project requirements
* Collaborate with the Estimating Team on bids, with a primary contribution in underground utility scopes

* Support estimating efforts on related scopes (grading, paving, concrete) as needed, while maintaining primary focus on wet utilities
* Participate in ongoing estimating and industry-specific training, particularly in utility installation methods and standards

REQUIRED
SKILLS AND ABILITIES
* Strong analytical and problem-solving skills, particularly related to utility construction challenges and logistics
* Strong written and verbal communication skills
* High attention to detail and accuracy, especially in utility quantity takeoffs and cost projections
* Strong organizational and time management skills with the ability to meet strict deadlines
* Ability to prioritize work across multiple projects while maintaining a primary focus on underground utilities estimating
* Positive attitude and team-oriented mindset
* Proficient computer skills
EDUCATION AND EXPERIENCE:
* Bachelor's degree in Construction Management, Engineering, Business, or equivalent technical training and/or experience
* 3+ years of experience specifically estimating heavy civil underground wet utilities projects (required)
* Demonstrated experience with storm drain, sanitary sewer, and water system estimating
* Proficiency in Microsoft Office (Word, Excel, Outlook)
* Experience using HCSS Heavy Bid, On-Screen Takeoff, Agtek, or similar estimating software
* Strong understanding of crew production rates and installation methods for underground utilities
* Knowledge of trenching, shoring systems, dewatering, and utility installation sequencing
* Understanding of estimating techniques, cost control, subcontractor solicitation, and material specifications
* Familiarity with municipal standards and specifications for underground wet utilities
* Knowledge of project delivery methods such as Design-Bid-Build, CMAR, and JOC
* Knowledge of the Arizona heavy civil market is a plus
* Understanding of estimating techniques, cost control, subcontractor solicitation, and material specifications
* Understanding and knowledge of municipal specifications and details
* Knowledge of project delivery methods such as Design-Bid-Build, Design-Bid, Construction Manager at Risk (CMAR) and Job Order Contracts (JOC)
Knowledge of Arizona heavy civil market a plus
PHYSICAL REQUIREMENTS:
* Prolonged periods of sitting at a desk and working on a computer
* Must be able to lift up to 15 pounds at times
