Job Description Position SummaryWe are seeking an experienced Government Contracts Accounting & DCAA Compliance Manager to design, implement, and maintain a fully DCAA‑compliant accounting system using Quick Books Online and Gov Books
.
This role will be responsible for building the complete government‑compliant accounting structure, including cost pools, labor distribution, indirect rate calculations, and audit readiness in accordance with FAR and DCAA requirements.
Key Responsibilities- Full DCAA‑Compliant System Setup (Primary Responsibility):
- Configure Quick Books Online (Plus or Advanced) for government contract accounting.
- Implement and integrate Gov Books with Quick Books Online.
- Build a compliant Chart of Accounts from the ground up.
- Establish segregation of costs, including direct costs and indirect labor categories.
- Set up job costing by contract.
- Configure cost pools and allocation bases.
- Ensure system supports Incurred Cost Submission (ICS) requirements.
- Implement DCAA‑compliant timekeeping system.
- Ensure daily time entry, approvals, and full audit trail.
- Map payroll to correct direct and indirect labor categories.
- Maintain labor distribution accuracy and reconciliation.
- Indirect Rate Structure & Monitoring:
- Establish and maintain G&A pool.
- Calculate provisional billing rates.
- Perform monthly indirect rate analysis.
- Support Incurred Cost Submission preparation.
- Audit Readiness & Internal Controls:
- Maintain DCAA audit readiness.
- Prepare documentation for DCAA audits and floor checks.
- Develop and maintain written accounting policies and procedures.
- Enforce segregation of duties and user access controls.
- Maintain system audit logs and compliance documentation.
- Prepare invoices for cost‑reimbursable, T&M, and fixed‑price contracts.
- Monitor contract funding and burn rates.
- Generate contract profitability and indirect rate reports.
- Support proposal pricing with historical cost data.
- Bachelor’s degree in Accounting or Finance.
- 5+ years of government contract accounting experience
. - Hands‑on experience setting up Quick Books Online for DCAA compliance
. - Hands‑on experience implementing and configuring Gov Books
. - Strong knowledge of:
- FAR (Federal Acquisition Regulations)
- DCAA requirements
- Experience preparing or supporting Incurred Cost Submissions
- CPA or CMA.
- Experience with cost‑reimbursable contracts.
- Experience in a growing small to mid‑size Gov Con company.
- Knowledge of Cost Accounting Standards (CAS).
