GTSC seeks a Senior Contracts and Procurement Administrator with experience as a federal contractor who manages federal contracts and procurement. This position will report to the Corporate Director of Contracts & Procurement.
Mission
:
Responsible for activities spanning the entire Contract & Procurement life cycle, including cradle to grave contract and subcontract administration, negotiation of terms and conditions, pricing of prime contracts and subcontracts, NDAs, teaming agreements, preparation of solicitation packages, price analysis, issue resolution, closeout, and procurement processing.
Location
:
Onsite in Chantilly, VA for the first 90 days, then hybrid‑eligible.
- Minimum 5–7 years of federal contractor experience in procurement or contract administration.
- Experience working in a Contractor Purchasing System Review (CPSR) environment.
- Demonstrated knowledge of FAR, DCMA, and federal procurement regulations.
- Bachelor's degree or an equivalent amount of education and experience.
- Professional certification in public procurement (e.g., CPCM) is highly desirable.
- Draft acquisition packages including justifications, market research, procurement strategy, solicitations, price negotiation memos, and source selection plans.
- Prepare bidding documents, RFQs, RFPs, and tender notices.
- Ensure procurement processes are transparent, competitive, and properly documented.
- Manage supplier registration and maintain an approved vendor database in accordance with government requirements.
- Create, submit, and track purchase orders, confirming pricing, acknowledgments, and lead times.
- Conduct cradle‑to‑grave primer and subcontract administration, including review of solicitations, risk assessment, liaison with Contracting Officers, and day‑to‑day administration.
- Develop prime contract flow‑downs consistent with requirements.
- Create moderate to complex subcontractor solicitation packages.
- Source, solicit, evaluate supplier proposals, conduct price and cost analysis, negotiate, and administer subcontracts.
- Act as primary interface between Contracting Officers, Subcontractors, program personnel, finance, and customers.
- Interact with program management and other stakeholders as required.
- Resolve subcontractor issues and facilitate problem resolution.
- Ensure strict adherence to FAR & DFAR procurement regulations, anti‑corruption policies, and ethical standards.
- Prepare documentation for internal and external audits and support compliance reviews.
- Maintain records in line with FAR sector record‑keeping standards.
- Monitor adherence to delegated procurement authority thresholds.
- Demonstrate high integrity, analytical skills, and strong documentation, report writing, and communication abilities.
