Business Development/Capture Director – Federal Civilian
Full-time position.

SNAP partners with multiple U.S. Government agencies providing IT services such as application development, system integration, enterprise architecture, cyber security, operations and maintenance, help desk, e‑learning, and training. The firm seeks a Business Development Manager with a background in the Federal market, emphasizing Census and USDA, to expand its presence in the Federal space.
Responsibilities- Develop new business, expand and manage a qualified pipeline, and represent SNAP's capabilities with customers and industry partners.
- Lead capture of opportunities, support proposal development, and prepare high‑quality RFI, source‑sought, and proposal responses.
- Perform opportunity analysis, qualification, and strategic capture, including win strategies, teaming, competitive assessment, and pricing.
- Collaborate with Operations, IT, Finance, HR, Recruiting, and Contracting functions to identify key discriminators and develop winning themes.
- Coordinate and draft technical and management sections of proposals and capture contracts.
- Prepare and present corporate capabilities and customer presentations at various venues.
- Monitor IDIQ/GWAC contract vehicles for viable opportunities and support brand‑development and marketing initiatives.
- Conduct market research and stay current on emerging technologies and Federal procurement trends.
- Demonstrated experience in Federal contracting for professional services and IT.
- Expertise in opportunity development, capture management, prime and subcontractor negotiations, and client engagement.
- Knowledge of GSA schedules, IDIQs, GWACs, and other Federal contracting vehicles.
- Background in IT applications, solutions, and services preferred.
- Experience in preparing RFIs, sources sought, and proposal strategy.
- Ability to analyze large strategic opportunities (≥$50 M).
- Strong communication, negotiation, teamwork, and financial analysis skills.
- Proficiency with Microsoft Office and open‑source research tools.
- Knowledge of Privia (desired).
- Active network of federal and industry contacts.
- Minimum bachelor's degree (business or marketing preferred).
- Current Secret security clearance verifiable in JPAS.
- Annual sales quota of $2 – $5 million in new business (contract value).
- First 90 days: pipeline of qualified opportunities and capture plans; demonstration of pricing and proposal insight.
- First 120 days: advancement of opportunities to pursuit and/or proposal stage.
