Construction Estimator – Pre‑Con – Water/Wastewater Treatment Plants – Public Works

Chantilly, VA — Full‑time. Compensation: $120,000–$150,000 per year, plus discretionary bonus and full medical coverage with paid vacation/PTO.

We are seeking an experienced public‑works estimator with a minimum of 5 years in bidding for water/wastewater treatment plant projects. Applicants should have no more than three jobs in the last ten years.

• Prepare cost estimates for proposals, projects, and studies to ensure completeness and accuracy.
• Adjust productivities, material prices, and methods according to project conditions.
• Review solicitation documents, specs, and drawings to identify pricing risks and opportunities.
• Coordinate variable estimating factors with Engineering, Procurement, and Operations.
• Provide technical advice and assistance to the Estimating Team on all estimate levels.
• Assist with independent accuracy assessment post‑completion, summarizing man‑hours, materials, construction, and overhead costs.
• Develop pricing structures and apply to takeoffs, derived quantities, and cost allowances.
• Obtain and verify construction quotations, addenda, and contract changes.
• Ensure subcontractor queries comply with construction documents.
• Compile and analyze bids.
• Develop reports for all review processes.
• Provide constructability reviews and guidance to operations, ensuring preliminary cost accuracy.
• Research, solicit, and build a network within the supply chain.
• Incorporate historical data from purchase orders, subcontractors, and productivity reports to improve estimating accuracy.

• Bachelor’s degree in Construction Management, Engineering, or a related field (equivalency acceptable).
• Minimum of 5 years’ experience estimating site work, excavation, backfill, cuts, fills, site improvements, buried yard piping, complex earth support/shoring, dewatering systems, and other civil works associated with water and wastewater treatment plants.
• Experience on heavy or industrial construction projects.
• Knowledge of construction equipment, techniques, drawings, specifications, and applicable standards.
• Proficiency in MS Word and Excel.
• Strong communication and interface skills.
• Prior experience in the water/wastewater sector.
• Experience with CMAR, CMS, Design‑Build, or Hard‑Bid estimates.
• Construction field experience.
• Cost control and scheduling exposure is a plus.

Annual salary $120,000–$150,000 (DOE). Unlimited discretionary bonus. Full medical coverage. Paid vacation/PTO.
