Northrop Grumman’s Mission Systems (NGMS) sector is looking for a Manager Programs 1, to support the SIGINT Technology Center (STC) onsite in Chantilly, VA
. The STC is where technology and teamwork come together to meet the unique needs of the Intelligence Community and Department of Defense. The STC is comprised of multiple mission-focused programs with projects ranging from Unmanned Aerial Vehicle (UAV) SIGINT payload and data link development to OCONUS/CONUS mission/maintenance support. STC tasks include system design, engineering development, system integration, hands-on build and test, field operations and maintenance, training, and production.
What You’ll Get To Do:
The delivery of all technical and contractual requirements on schedule and under cost
Leading a cross-functional organization aligned to Division and Business Unit goals
Creating value through customer intimacy and development and execution of growth strategies
Primary responsibilities include, but are not limited to:
Partner with the Lead Program Manager to establish and lead an organization that effectively addresses customer needs and incorporates internal and external partners
Oversight of program budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
Ensure program team understands and adheres to contract scope, and manages change through disciplined process
Conduct thorough risk & opportunity oversight including identification and mitigation
Cultivate customer relationships to support program execution and to develop further growth opportunities
Support development and execution of long term strategic plans, capture planning, and development of proposals to drive department awards and sales growth
Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
Coordinating program deliverables, invoice reviews and approvals, spend plan updates, staffing and resource needs, subcontract and procurement engagements, and data required for regular reviews in accordance with external program and internal organizational cadences.
Support program reviews and system test events.
This position will require up to 25% travel.
Basic Qualifications:
A Bachelor’s Degree in a related STEM field (e.g., Systems Engineering, Electrical or Software Engineering) and a minimum of 5 years of relevant work experience supporting U.S. Government contracts and customers, or program management; OR a Master’s Degree in a related STEM field and field (e.g., Systems Engineering, Electrical or Software Engineering) and 3 or more years of relevant work experience supporting U.S.…
