Position OverviewA Manager, Programs Level 2 supporting the SIGINT Technology Center (STC) in Chantilly, VA
. The STC focuses on weaponizing and supporting intelligence missions, including UAV SIGINT payload development, OCONUS/CONUS mission support, system design, engineering, integration, build and test, field operations, maintenance, training, and production.
The primary objective is to deliver all contractual requirements on cost and on schedule while ensuring technical performance and customer intimacy to support value‑creation strategies.
Responsibilities- Lead all phases of the program life cycle from proposal development to contract close‑out.
- Manage cost, schedule and technical performance of company programs or subsystems.
- Build and maintain customer relationships to develop further opportunities.
- Develop new business opportunities through long‑term strategic planning, capture planning, proposals and business plans.
- Establish a program organization that meets customer requirements.
- Lead and direct cross‑functional Integrated Program Teams to meet cost, schedule and technical objectives.
- Measure and report program performance.
- Deliver presentations to customers, executive management and stakeholders.
- Negotiate contracts, change orders, specifications, operating budgets, milestone schedules and key terms.
- Establish design concepts, criteria and engineering efforts for research, development, integration and test.
- Create and finalize the Program Statement of Work.
- Identify, distribute, track and complete program requirements.
- Establish and maintain program and subordinate baselines.
- Develop and follow budget baselines using EVM or similar cost & schedule control methodologies.
- Allocate and manage program resources, including workforce planning.
- Manage government/customer supplied property or information (GFE, CFE, etc.).
- Manage suppliers to meet program objectives.
- Ensure adherence to internal processes, policies and industry standards.
- Ensure program team follows contract scope and manages changes through control board activities.
- Develop and maintain master plans and schedules.
- Conduct risk & opportunity management, identification, mitigation and realization.
- Bachelor’s degree with 8 years of relevant experience, or Master’s degree with 6 years of relevant experience, supporting U.S. Government contracts.
- Experience leading Cost‑Plus and/or Fixed‑Price contracts exceeding $15M annually with responsibility for cost, schedule and technical performance.
- Experience supporting programs within the Defense and/or Intelligence Community.
- Experience with EVM or similar cost & schedule control methodologies and tools.
- Analytical skills for interpreting program data, defining workflows and developing metrics for program control.
- Active U.S. Government Top Secret/SCI clearance required.
- Current PMP Certification.
- Experience supporting programs in Communications and/or Aerospace, including SIGINT/EW hardware and software development, production or O&M contracts.
- Experience supporting OCONUS operations, deployments or sustainment activities in geographically dispersed environments.
- Experience with U.S. Government SOCOM and other customers, including program reviews and operational coordination.
- Experience coordinating across geographically dispersed environments or OCONUS‑deploying teams.
- Ability to identify customer requirements and develop follow‑on business opportunities.
- Proposal management experience, including proposal development, schedules, compliance reviews and customer deliverables.
- Experience managing subcontractor and supply chain activities, procurement and supplier performance.
- Experience supporting program resource planning and execution, including estimating, scheduling staffing and managing resources within cost and schedule constraints.
