Overview
Position Title: Intermediate Financial Analyst (PP&E & Audit Compliance)
Location: Chantilly, VA (5x week on site in SCIF)
Clearance Requirements: TS/SCI with CI or FS Poly
Position Status: Full time - Contract long term
Pay Rate: $65-$70/hr w2
Position DescriptionAre you a detail-oriented financial professional with a passion for audit readiness and asset management? Seneca Resources is seeking an Intermediate Financial Analyst to support complex financial operations and ensure the integrity of Property, Plant, and Equipment (PP&E) reporting.
In this role, you will serve as a subject matter expert on financial compliance, providing strategic advice on the design and management of financial activities. You will play a critical role in audit remediation, identifying accounting discrepancies, and ensuring that multi-million dollar capital acquisition programs are valued and recorded accurately. This is a high-visibility position that requires seamless collaboration with senior management, auditors, and program offices to maintain a culture of transparency and continuous learning.
Key ResponsibilitiesAsset Valuation & Management: Lead the valuation and monitoring of Program and Non-Program property, including satellite systems, ground systems, and real property.
Audit & Compliance: Execute Audit Project Plans to remediate control deficiencies; respond to OIG and external auditor inquiries; and ensure compliance with FASAB standards and federal accounting regulations.
Financial Reconciliation: Perform quarterly general ledger reconciliations for Construction-in-Progress (CIP), Internal Use Software (IUS), and Finished Goods.
Risk Mitigation: Conduct risk assessments on contracts and modifications to ensure expenditures exceeding capitalization thresholds are properly recorded.
Policy Development: Design and implement policies for tracking capital leases, environmental liabilities, and indirect cost allocations.
Strategic Reporting: Prepare journal entries, financial statement disclosures (including litigation and asbestos liabilities), and high-level responses for senior leadership.
Cross-Functional Collaboration: Coordinate with Property Management Offices and Facilities Support to reconcile property databases and ensure accurate data flow into financial systems.
Education: Bachelor’s degree in Finance, Accounting, Economics, or a related business field.
Technical Expertise: Advanced proficiency in Microsoft Excel and experience navigating complex financial operating systems (e.g., SAP, Oracle, or NFIS).
Domain Knowledge: Strong understanding of Federal Accounting Standards (FASAB) and the lifecycle of capitalized assets (PP&E).
Communication: Exceptional oral and written communication skills with the ability to translate complex financial data into actionable insights for senior stakeholders.
Analytical Rigor: Proven ability to identify accounting anomalies, perform root-cause analysis, and recommend remedial actions.
