Senior Earned Value Management Practitioner – K National Security Solutions
Job SummarySenior EVM practitioner with internal and joint surveillance experience to join our business operations research group in Chantilly, VA. The position directly supports IC Government customers by evaluating and providing performance/compliance assessment of major/top‑tier programs.
Key Responsibilities- Perform evaluation and performance/compliance assessment of major IC government programs.
- Apply Earned Value Management System (EVMS) and Program Controls throughout project lifecycle.
- Conduct baseline planning, Program Management Baseline (PMB) development, and change‑management control.
- Lead Integrated Baseline Reviews and analyze scope, schedule, cost, and variants.
- Prepare and report variance analyses, ensuring accurate EVM data and trend information.
- Collaborate within a teaming structure, working independently and meeting critical deadlines.
- Support DCMA and joint customer/contractor surveillance processes.
- Facilitate training and process improvement initiatives related to EVM.
- TS/SCI clearance with polygraph required; US citizenship prerequisite.
- Bachelor’s degree with 11+ years of related experience OR Master’s degree with 9+ years of related experience.
- Strong experience with EVMS, Program Controls, and Cost/Schedule Integration.
- Background in baseline planning, PMB development, change‑management, and Integrated Baseline Reviews.
- Knowledge of scope management, work authorization, program scheduling, and variance analysis/reporting.
- Demonstrated ability to meet critical deadlines and work independently or within a team.
- Excellent analytical/problem‑solving skills and data‑driven decision making.
- Solid interpersonal and communication skills.
- Familiarity with IPMR/IPMDAR and DCMA surveillance processes.
- Experience with Over Target Baselines (OTB) and Over Target Schedule (OTS).
- Knowledge of Government EVM reporting & compliance.
- Understanding of Agile development and its relation to EVMS/IPM.
- Experience with Integrated Program Frameworks: SOO, SOW, WBS, OBS, RAM, IMP, IMS.
- Proficiency in cost tools such as Cobra or Cost View and supporting tools (Empower, Win Sight, Milestones Professional, WBS Expert).
- Advanced Microsoft Excel skills and familiarity with scheduling tools (Microsoft Project, Open Plan, Project View).
- Experience in training and process improvement, Schedule Risk Analysis (SRA).
Location:
On‑site, Chantilly, VA. Travel: 0–20%.
Working Hours:
Standard. Compensation: $124,700–$187,000 (Virginia area). Additional compensation may include bonuses, commission, sign‑on bonuses, relocation benefits, short‑term incentives, long‑term incentives, or discretionary payments for exceptional performance.
