The Space and Intelligence Division provides professional services to the US Space Force, Combatant Commands, Intelligence Community, and NASA. The Intelligence Programs Group (IPG), part of SPA's Space and Intelligence Division, is a specialized provider of systems engineering and trusted advisory services to the Space and National Intelligence community. We utilize mission-proven, data-driven advisory tools and capabilities. We provide highly technical support to ensure the government acquires cutting edge technology necessary for our National Defense. Our portfolio includes the National Geospatial-Intelligence Agency (NGA), National Reconnaissance Office (NRO), and National Aeronautics and Space Administration (NASA).

SPA has an immediate need for a Budget & Acquisition Analyst.
Responsibilities- Perform work with government procurement agencies in support of budgeting and acquisition processes, defining proposals (RFQ) and qualifying vendors.
- Apply knowledge of defense acquisition process to develop and execute strategies that support budgeting and acquisition processes, policies and procedures.
- Analyze and evaluates new initiatives, technologies, and programs to meet mission requirements.
- Conduct requirements analysis to support acquisition of future year's labor, equipment and facilities.
- Work with the client's senior managers to develop the organization's budget.
- Develop and execute an objective and integrated methodology for resource allocation and subsequent budget execution to achieve the results of required acquisitions; develops and drafts required acquisition pre-award documentation.
- Perform cost benefit analyses to review financial requests, assess program and technical tradeoffs, and explore alternative funding options.
- Monitor and reports performance against plans to ensure that contractual, cost and schedule objectives are met.
- Arrange modifications as required; ensures compliance with financial and acquisition regulations, manuals and procedures.
- Conduct cross program analyses at the program office.
- Identify tradeoffs within and among competing programs and provide executive managers with resource alternatives.
- Maintain Directorate and/or Agency-wide budget tracks at directorate, project, sub-project, and MSA levels.
- Review Directorate and Agency level data in the NEXT, Agency FIRST, and Intelligence Resource Information System.
Required Qualifications:
- US Citizenship with TS/SCI + Poly clearance at date of application

- BA/BS degree (or higher) in Business, Finance, Accounting, Economics, Statistics, or related field (additional years of relevant experience may be substituted for the degree)
- 4+ years of related work experience
- Knowledge of developing briefs and reports for project leadership team review
- Intermediate to advanced knowledge of Microsoft Excel; adept at other MS applications
- Demonstrated knowledge of Federal Appropriations Law, concepts and principles, and Federal and Intelligence Community (IC) budgetary principles
