Primary Purpose of Organizational Unit

The School of Government at the University of North Carolina at Chapel Hill works to improve the lives of North Carolinians by engaging in practical scholarship that helps public officials and citizens understand and improve state and local government. As the largest university-based local government training, advisory, and research organization in the United States, the School of Government offers up to 300 courses, webinars, and specialized conferences for more than 14,000 public officials each year.

In addition, faculty members annually publish approximately 50 books, manuals, reports, articles, bulletins, and other print and online content related to state and local government. The School is also home to a nationally ranked graduate program in public administration.

Position Summary

The School of Government seeks to recruit a fixed-term faculty member at the rank of teaching assistant professor who will specialize in property tax appraisal education.
The selected candidate will advise and educate local property tax officials on the legal guidelines and best practices for the appraisal of property in North Carolina and support county tax offices as they plan and implement reappraisals. The primary responsibility of this position will be to develop and teach appraisal education courses appropriate for the needs of North Carolina tax officials.

In addition, the selected candidate will respond to advising inquiries relating to tax appraisals from local and state government officials, North Carolina property owners, and the media. While research and scholarly publication will not be core responsibilities of this position, the selected candidate will have the opportunity to publish on appraisal topics as needed.
Candidates will be expected to have experience with and the capacity to educate and advise on geographic information systems, the use of artificial intelligence in mass appraisals, and other technology relevant to North Carolina’s property tax system.

Minimum Education and Experience Requirements

A minimum of five years of property tax appraisal experience, as well as a demonstrated commitment to public service.

Preferred Qualifications, Competencies, and Experience

Local government experience preferred.
