Description: The Charles Town Utility Board of Directors is seeking an experienced, strategic, and motivated professional to lead its full-service, multi-jurisdictional water and wastewater utility system. The system provides services to approximately 10,700 sewer and 7,700 water customers and serves almost 20,000 people. The combined annual budget for the system is nearly $13 million.
Primary responsibilities include all duties of the “CTUB Manager” as set forth in the Charles Town Utility Board enabling ordinance , 147.05, and 147.07; preparing and monitoring annual budgets; developing long- and short-term goals and objectives; recommending and implementing approved programs and policies; monitoring and evaluating the efficiency and effectiveness of the system and operations; leading and developing staff; ensuring compliance with state and federal requirements;
managing and financing system improvements; and public outreach and communications with community and interested stakeholders.
Requirements: Bachelor’s degree in environmental science, public health, public administration or management, engineering, or a closely related field desired, Public Engineer or Master’s degree preferred. Five years of experience working directly in the fields of water treatment, water distribution, wastewater collection, and/or wastewater treatment preferred. Equivalent experience working in a closely related utility field may be considered. Three years of management or advanced supervisory experience and some experience working with regulatory agencies on utility-related matters preferred.
