Construction Project Manager

The South Carolina Department of Administration’s Division of Facilities Management and Property Services is seeking an experienced individual to serve as a Construction Project Manager. The Division of Facilities Management and Property Services (FMPS) provides building management of approximately 53 buildings which include the State House, Capitol Complex Office Buildings, the Governor’s Mansion, and other buildings in the Columbia area and centralized real estate services for all state agencies.

This role will manage the design and construction of capital improvement projects, of moderate to large complexity, for Admin and agency customers. You will serve as the agency representative in the planning, design, bidding and construction, inspection, and close‑out of capital improvement projects to agency and customer agency owned properties, to ensure projects are completed in accordance with contract documents, on time, within established budget, and meet the needs and expectations of all stakeholders.

This position is onsite in Columbia, SC.

Responsibilities of the Construction Project Manager I
  • Manage assigned agency Permanent Improvement and Non-Permanent Improvement Projects.
  • Participate in the evaluation and awarding of contracts for architectural and engineering services as well as bid openings and evaluations for construction services in accordance with state procurement guidelines.
  • Administer contracts from beginning to end of project.
  • Evaluate and assess existing building conditions within the agency to assist in the prioritization, budgeting, and scheduling of upcoming capital projects.
  • Develop and execute acquisition strategies that ensure fairness, competition, serve the best interests of the State and result in completed projects that meet customer requirements. Understand and ensure compliance with applicable rules and regulations.
  • Develop materials, manage and scope for Task Order Contracts and Competitive Sealed Bids for a variety of construction disciplines depending on project size and complexity.
  • Create, maintain, and update project files for all assigned projects throughout the life cycle of the project. Providing project updates to management and project stakeholders.
Additional Requirements
  • Knowledge of Project Management.
  • Knowledge of engineering design methodologies, construction methodologies, construction management as well as general construction.
  • Skill in reviewing and analyzing plans, specifications, technical computations and cost estimates.
  • Ability to establish and maintain effective working relationships with employees, architects, engineers, contractors and State agency managers.
  • Ability to plan and direct the work of architects, engineers and construction personnel.
  • Ability to coordinate the work of multiple design teams in varied disciplines.
  • Knowledge of laws, rules and regulations pertaining to the construction and modification of facilities.
  • Knowledge of contract and bidding procedures.
  • Position may require employee to work evenings and weekends.
  • Position requires frequent stooping and/or bending.
  • Position requires frequent lifting: 50 lbs.
  • Position may require employee to report to work during hazardous weather events and emergency situations.
  • Position may require occasional extended hours, and the employee is subject to be on call, for limited periods of time (days or weeks), for duty, 24 hours a day / 7 days a week.
