position summary: the assistant new development program manager is responsible for assisting the new development program manager in the overall management and operations of the new development program.

responsibilities
  • in the absence of the new development program manager (ndpm), assumes overall managerial responsibilities and duties of the ndpm related to the program.
  • assists the ndpm in the management and operations of the new development program.
  • responsible for the direct supervision of the engineering assistants and their project assignments and workload.
  • assists the ndpm in the management and administration of all new development program projects.
  • assists the ndpm for ensuring new development program projects are coordinated with and adhere to cws water and wastewater master plans.
  • plans, coordinates, and directs the workload and effort of the engineering assistants.
  • ensures new development program projects are in conformance with cws policies, procedures, and minimum standards for the design & construction of water and wastewater systems.
  • communicates as necessary with developers, engineers, and general public along with various cws departments concerning water and wastewater system extension policies and procedures in determining and explaining tap, impact, and cost-to-extend fees and how they relate to new development and existing water and wastewater infrastructure.
  • reviews and tracks water and wastewater system installation projects for development within the retail water and wastewater service areas through the use of cityworks pll.
  • assists with conducting property research to determine cws’ responsibility regarding the provision of water and/or wastewater service for subdivided parcels.
  • creates professional exhibits using gis for use in internal and external meetings, presentations and documents.
  • assists ndpm in determining applicability of impact fee policy and calculates and collects fees.
  • assists in tracking and coordinating the status of grease trap applications with new development plan approvals.
  • assists ndpm with special billing and customer service requests.
  • supports training and onboarding of new engineering assistants or junior staff by providing mentorship and guidance on cws standard procedures and policies.
  • answers questions and explains procedures to developers, engineers, property owners, regulatory agencies, and both inside and outside customers in relation to development projects and availability of services as needed.
  • assists in coordinating work from project inception through service acceptance within engineering & construction and between other cws departments and associates.
  • may be required to work during emergency conditions.
  • regular attendance is required.
  • job performance must conform to all cws policies and procedures.
  • specific knowledge of cws environmental management system policy and procedures.
