General Description

The purpose of this job is to direct the daily activities of the GIS and Records Retention Facility, establish policies and protocols for the organization as they pertain to these departments, recommend and implement technology upgrades for these departments, respond to special project requests, ensure the accuracy of the data maintained and records stored, prepare annual budgets for the departments. Develop strategies for incorporating new capabilities for its staff and public users.

Directs the development and implementation of geographic information systems (GIS); prepares and ensures that services are in accordance with budgeted objectives and supervises and develops staff by performing the following duties.

Responsibilities
  • Supervises staff, facilities, and related programs.
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Develops budgets and potential projects, monitors budgets for current projects, and approves or disapproves expenditures.
  • Evaluates technological advances and promotes use of appropriate applications among various end users.
  • Oversees projects.
  • Administers and manages database.
  • Designs and implements enterprise GIS standards.
  • Develops or modifies department guidelines to conform to changes in state, federal, and local laws.
  • Designs and develops applications.
  • Develops and enforces quality control standards for GIS data.
  • Conducts presentations that will relate to cartographic information used for reports, grants, and articles.
  • Develops and implements policies and procedures to guide the operation of the department.
  • Secures funding for the development and enhancement of GIS activities in Agency.
  • Enters and approves purchase requests.
  • Negotiates with other Agency managers, vendors and owners.
  • Evaluates proposals for obtaining or distributing data.
  • Writes requests for proposal and grant applications.
  • Researches grant funding opportunities.
  • Creates and maintains long‑range information and technology plans.
  • Coordinates activities within and between various organizations.
  • Monitors database performance, usage, and availability; troubleshoots geodatabase issues and errors.
  • Creates new datasets; loads and deletes GIS data as needed.
  • Writes scripts and codes to facilitate GIS functions.
  • Assigns privileges on GIS data for GIS users as needed.
  • Interfaces with vendors for issue resolution with the geodatabase.
  • Writes and modifies GIS database procedures.
  • Upgrades geodatabase as needed.
  • Maintains GIS licenses for availability, authorization, and de‑authorization.
  • Reports to Division Director.
  • Performs other duties and related work as instructed and assigned.
Minimum Education and Experience Requirements

Bachelor's degree (B.A.) from a four‑year college or university in planning, computer science, or engineering; or an equivalent combination of education and experience. Should possess two to three years of GIS project management experience, two to three years of GIS software and application development experience using ESRI MS SQL Server, and one to two years of learning GIS. Two years of experience in computer systems/software use and applications.

Data processing and accounting skills desired. Microsoft Office Suite knowledge required.

Special Certifications and Licenses

Must have two years experience reading deeds and plats. Should be familiar with GIS and cartography skills. Computer skills are required. Must possess a valid South Carolina driver's license. Requires GIS Professional certification.

Reasoning Ability, Mathematical and Language Skills

Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.…
