About the Role:
Under general supervision of the Division Director, the Permit Coordination Section Manager supports the Coastal Stormwater Permitting Division in the Bureau of Coastal Management by supervising and managing the administrative and technical processing of stormwater permits for construction activities under the National Pollutant Discharge Elimination System (NPDES) Program in the eight coastal counties. The Permit Coordination Section Manager also oversees the planning and execution of required public engagement activities associated with permit coverage requests for the Division.
As a representative of the program, you will provide technical and administrative guidance concerning land disturbance permitting requirements to employees, the regulated community, and the public.
Job Responsibilities:
A. Provides Daily Management and Training of the Permit Coordination and Administrative Staff
Provides daily management and training for permit coordination and administrative staff including activities related to permit intake, records requests, public engagement, technical reviews of smaller scale projects, individual residential lot permitting, and permitting of projects located in regulated Municipal Separate Storm Sewer (MS4) areas. Provides guidance that ensures section activities are conducted accurately, well documented, within required time frames, and consistent with applicable regulatory requirements.
Coordinates with statewide stormwater program. Recommends process improvements and regulatory updates as appropriate. Assists with the development of standard operating procedures. Works together as needed with the Technical Review Section Manager.
B. Perform Project Technical Reviews
Performs project technical reviews and determines if the projects comply with appropriate regulations and permitting requirements by checking construction drawings, SWPPP Report, and engineering design report as appropriate. Coordinates with project applicants and engineering consulting teams.
C. Serves as Program Contact for ePermitting
Serves as program contact for ePermitting and provides reports as needed to ensure that program goals are met. Updates ePermitting application and authorization letter templates as appropriate.
D. Collaborates with Internal Staff, Regulatory Community, and Citizens on Stormwater Activities
Represents the Coastal Stormwater Permitting Program at meetings, conferences, etc. Collaborates with and provides assistance to internal staff, regulated community, and citizens on stormwater. Oversees planning and execution of required public engagement activities associated with permit coverage requests for the Division.
E. Performs Bureau of Coastal Management Emergency Operations and Recovery Roles and other duties as assigned.
