The Senior Financial Management Analyst (Contracts & Compliance) is a critical role responsible for overseeing the financial health, regulatory compliance, and contractual execution of high-value government contracts. This position requires expert-level understanding of federal finance, with specialized proficiency in contract ceiling management, appropriation law, Contract Line Item Number (CLIN) structures, and DCMR's.
The successful candidate will lead the financial monitoring of complex multi-year programs, manage vendor invoicing systems, and maintain exhaustive oversight of financial burn rates for both prime contractors and subcontractors. Operating at the intersection of finance, program management, and acquisition compliance, this analyst ensures that every dollar spent aligns strictly with statutory limitations, budget restrictions, and contract parameters.
Key Responsibilities 1. Contract & CLIN Structure Management- CLIN Alignment:
Analyze, structure, and track contract activities against complex Contract Line Item Number (CLIN), Sub-CLIN (SLIN), and Accounting Classification Reference Number (ACRN) structures. - Funding Allocation:
Ensure proper mapping of multiple funding sources (including multi-year, single-year, and no-year funds) to their respective CLINs. - Ceiling Tracking:
Monitor contract ceilings, sub-ceilings, and labor category caps, implementing early-warning mechanisms when expenditures approach critical thresholds (e.g., 75% or 85% of the funded ceiling). - Modification Support:
Partner with the Contracting Officer Representative (COR) and Contract Specialist to model financial impacts of contract modifications and scope changes.
- Primes & Subs Oversight:
Conduct granular, recurring analyses of financial burn rates for both the prime contractor and all active subcontractors. - Variance Modeling:
Establish performance baselines and calculate monthly burn rate metrics using standardized financial formulas. - EAC & ETC Forecasting:
Generate monthly Estimate at Completion (EAC) and Estimate to Complete (ETC) assessments to predict final contract costs and prevent overruns. - Subcontractor Labor Review:
Audit subcontractor hours worked against planned billing and period-of-performance constraints.
- Invoice Auditing:
Manage the end-to-end review, verification, and reconciliation of monthly prime and subcontractor invoices, ensuring 100% alignment. - Discrepancy Resolution:
Identify, document, and resolve billing discrepancies, unallowable costs, or misallocated hours by collaborating directly with vendor finance representatives and DFAS when applicable.
- Appropriation Law Adherence:
Apply strict principles of Federal Appropriation Law (including Purpose, Time, and Amount restrictions) to all transactions. - Anti-Deficiency Act Monitoring:
Ensure compliance with the Anti-Deficiency Act by monitoring funding availability, preventing unauthorized commitments, and avoiding over-obligation of funds. - Bona Fide Need Evaluation:
Evaluate funding requests against the "Bona Fide Need Rule" to ensure funds are obligated only for legitimate requirements of the matching fiscal year.
- Executive Dashboards:
Develop and maintain dynamic financial dashboards, cost-to-complete models, and risk registers for program managers and executive leadership. - Compliance Briefings:
Conduct regular financial status briefings highlighting funding gaps, pending de-obligations, and subcontractor performance. - Audit Readiness:
Organize and preserve comprehensive financial records, ensuring audit readiness for internal audits, OIG investigations, or external audits.
