Job Overview

Job Responsibilities- Serves as subject matter expert for OSS, OSCAP, nurse aide, and medication assistant programs; works closely with stakeholders to determine policy and/or process improvements.
- Supports the design, implementation, and continuous improvement of the CNA and MATP competency evaluation programs, including operational plans, policies, test delivery models, and evaluator protocols.
- Enforces adherence to all federal and state requirements related to nurse aide and medication assistant training, testing, and certification; leads internal audits and monitors program quality metrics.
- Reviews and approves nurse aide and medication assistant program and candidate exception requests; manages the Nurse Aide Registry system to ensure real‑time updates and data integrity.
- Provides day‑to‑day oversight and maintenance of contract management and vendor deliverables; tracks, escalates, and reports on contract activity and performance.
- Performs any additional duties assigned to support broader agency goals.

A bachelor’s degree and three (3) years of experience in business administration, social work, public health, human services, or a related field; or a master’s degree and one (1) year of experience in the same fields. An equivalent combination of experience and education may be considered with prior State Human Resources approval.
- Sitting or standing for long periods of time.
- Lifting requirements: 20 lbs.
- Valid driver’s license.
- Occasional overnight travel.
- Requirement to drive routinely.
- Three (3) years’ experience in long‑term care, nurse aide training, or regulatory compliance.
- Master’s degree in Public Health, Education, or Healthcare Administration.
- Experience in administering a NATCEP or nurse aide registry at the state or institutional level.
- Familiarity with South Carolina’s technical college system.
- Proficiency with electronic registry systems and test administration software.
- Demonstrated experience coordinating with CMS or regulatory agencies.
- Strong organizational, interpersonal/collaborative, and problem‑solving skills; ability to work independently and handle large volumes.
- Knowledge of Medicaid long‑term care programs.
- Ability to interpret and apply laws, regulations, policies, and procedures.
- Proficient in Microsoft Office applications.
- Able to make independent decisions when necessary.
- Excellent verbal and written communication skills.
