position summary

as a member of the it management team, provides vision, leadership, planning, and management of the information technology, it security, and scada staff for the reporting, development, acquisition, implementation, and support of information processes and systems company-wide.

essential functions
  • works directly with chief information officer and others in the executive team to define future directions for computer technologies as well as the selection and prioritization of new projects
  • meets with outside agencies to interpret their needs and specify provisions for sharing information.
  • provides analysis skills, in-depth business knowledge and technical expertise to department directors in the automation of business processes and the resolution of problems
  • oversees the scheduling of personnel and computer resources
  • directs the design, acquisition, and implementation of business solutions
  • participates in the final approval in the selection of technologies, hardware, software, and computer services
  • meets with vendors and other entities, developing bid specifications and contractual agreements used in the selection of hardware and software products
  • responsible for the formulation and maintenance of the information technology department policies and procedures.
  • participates in relevant local, state, and national business and technology organizations
  • manages overall activities of the department, directly working with supervisors and associates
  • handles major personnel and administrative concerns within the departments
  • works with supervisors in the selection and hiring of staff
  • responsible for managing department budget, approving invoices for payment, maintenance agreements on hardware/software and developing chargeable cost data for information technology staff and cws computer equipment
  • directs clerical and technical personnel
  • effective verbal and written communication skills, including creation and delivery of presentations to groups of varying technical backgrounds, including front-line staff, executive management, and external entities
  • may be required to work during emergency conditions
  • regular attendance is required
  • job performance must conform to all cws policies and procedures
  • specific knowledge of cws environmental management system policy and procedures

  • perform other related duties as assigned.
physical requirements, activities, and working conditions
  • must be able to physically perform the required essential functions indicated above.
  • must be able to perform light work exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. Objects greater than 50 lbs require a two-person operation.
  • ability to operate a personal computer including keyboard and mouse.
  • ability to visually read computer monitor.
  • must be able to remain seated and operate a personal computer for extended periods of time.
  • ability to receive detailed information through oral communication, written definitions, and examples.
  • ability to convey detailed information to co-workers and customers accurately and quickly.
  • ability to operate and maintain motor vehicles.
education and/or experience
  • bachelors degree in computer science, math, or related field with a minimum of seven (7) years of progressively responsible managerial experience in information technology or an equivalent combination of education and experience.
  • extensive knowledge of business analysis and problem resolution.
  • extensive knowledge of the principles and practices of computer science and the hardware and software available.
  • ability to keep current of new emerging technologies related to information management.
  • extensive knowledge of the principles of management related to personnel, budgeting, cost minimization, and training.
  • prior work record indicating dependability and conscientiousness.

  • valid south carolina driver's license required.

  • osha and departmental safety training as required.
