We are seeking an experienced Business Systems Project Manager to lead high-impact initiatives that strengthen decision-making, financial management, and operational readiness across the Department of the Navy. ISR acquisition programs, business intelligence initiatives, and multidisciplinary technical teams.

About the Program

Our team supports Naval Information Warfare Center (NIWC) Atlantic, the Navy's premier organization for delivering secure and innovative Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5

ISR) capabilities. As part of this mission, the Business Systems Project Manager will oversee efforts supporting the Business Intelligence Environment (BIE), a mission-critical enterprise platform that integrates business analytics, financial planning, and program management data to provide predictive and prescriptive decision support across NIWC Atlantic.

The successful candidate will lead teams responsible for:

• Advanced business and financial analytics
• Enterprise reporting and dashboard development
• Financial reviews and budget analysis
• Metrics development and performance assessments
• Program planning and execution

Key Responsibilities

• Lead the execution of complex DoD Business Intelligence and analytics programs supporting NIWC Atlantic.
• Manage multidisciplinary teams delivering business, financial, and programmatic support services.
• Oversee project planning, scheduling, risk management, staffing, and contract performance.
• Direct business analytics initiatives supporting predictive and prescriptive decision-making.
• Support acquisition planning, budgeting, funds execution, and program lifecycle management.
• Monitor program performance using established metrics and provide executive-level reporting.

Required Qualifications

Education:

BS degree in Business or Statistics, Mathematics, or Management Information Systems.

Experience:

Candidate must possess:

· Ten (10) years of direct work experience with C4

ISR Business Systems.

· Eight (8) years of direct work experience, to include: design/development, production, installation, and test & evaluation of Business Systems.

· Four (4) years as manager of DoD C4

ISR Acquisitions Program, to include:

o Supervising project personnel and/or team

o Scheduling work

o Writing proposals and/or preparing bids

o Experience ordering and/or transporting equipment and material.

o Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures and

o Excellent written and oral communications abilities commensurate with this management role.

Experience requirements may be achieved simultaneously

· Specific experience Ten (10) years' experience in complex data integration projects and successful Business Systems implementations experience is required.

Preferred Qualifications

• Active Secret or Top Secret security clearance
• Experience supporting NIWC Atlantic, NAVWAR, SPAWAR, or other Navy organizations
• Experience with DoD Enterprise Resource Planning (ERP) systems
• Knowledge of Business Intelligence platforms, enterprise reporting tools, and analytics environments
• Experience supporting Data Science, Predictive Analytics, or Analytics Maturity Model initiatives
• PMP certification or equivalent program management credential
