Position Summary

The BTS Site Manager serves as the contractor's senior on-site representative and is responsible for the daily management, coordination, quality, safety, security, staffing, and timely execution of Base Telecommunications Systems operations and maintenance. The position leads personnel supporting voice switching, VoIP, inside/outside plant, work orders, trouble tickets, preventive maintenance, records, outages, and special projects.

Key Responsibilities
  • Act as the primary on-site contractor representative to the Contracting Officer, COR, 628th Communications Squadron, and supported mission partners.
  • Plan, assign, supervise, and coordinate all contract work while ensuring adequate staffing for simultaneous O&M, trouble-ticket, work-order, preventive-maintenance, and special-project requirements.
  • Attend program management, workload/status, and design-review meetings; provide accurate status, risks, priorities, corrective actions, and deliverable updates.
  • Ensure emergency, priority, and routine outages/work orders meet required response and restoration timelines, including 24/7/365 call-back coverage.
  • Oversee the Maintenance Support Plan, Quality Control Plan, preventive-maintenance schedule, safety plan, mission-essential services plan, personnel list, certification records, and required reports.
  • Ensure complete and timely updates to CAIRS/TMS, CIPS/CVC, trouble-ticket logs, work orders, inventories, cable records, system capacity records, and other Government-owned documentation.
  • Coordinate scheduled outages, vendor support, Government engineering/installation activities, technical solutions, and special-project estimates.
  • Enforce compliance with DoD/Air Force cybersecurity, OPSEC, CUI, COMSEC, physical security, base access, safety, confined-space, and environmental requirements.
Required Skills and Competencies
  • Demonstrated leadership of telecommunications O&M teams in a mission-critical, multi-site environment.
  • Working knowledge of Avaya voice systems, VoIP, SIP/PRI trunks, media gateways, voicemail, call accounting, ISP/OSP copper and fiber infrastructure, and cable-management records.
  • Ability to interpret PWS requirements, technical orders, OEM manuals, drawings, work orders, service-level priorities, and quality metrics.
  • Excellent customer communication, scheduling, documentation, conflict resolution, and technical-report-writing skills.
  • Ability to manage competing priorities and direct continuous restoration efforts during emergencies.
  • Proficiency in reading, writing, speaking, and understanding English.
Required Certifications / Credentials
  • Active CompTIA Security+ certification at commencement of cyberspace work and maintained throughout employment.
  • Current BICSI Registered Cabling Installer, Technician-level certification; or qualifying installation experience and applicable factory-approved manufacturer certifications where permitted by the PWS.
  • Active U.S. Tier 3 / Secret security clearance.
  • Current driver's license compliant with base-access requirements; ability to obtain and maintain CAC/base credentials.
  • Anti-Terrorism and other Government-directed training within required timelines.
Education
  • High school diploma or GED required.
  • Associate or bachelor's degree in Telecommunications, Information Technology, Engineering, Business/Program Management, or a related field preferred. Relevant military or specialized technical training may substitute for formal education.
Experience
  • Minimum 7 years of progressively responsible telecommunications, voice, network, or base-communications experience recommended, including at least 3 years leading technical personnel or managing comparable O&M services.
  • Federal, DoD, Air Force, installation-level communications, or other highly regulated mission-critical experience strongly preferred.
  • Experience managing performance metrics, quality control, safety, deliverables, outages, work orders, and customer coordination required.
Work Environment /

Physical Requirements
  • Primarily on-site office/technical-facility work with periodic exposure to telecommunications rooms, manholes/handholes, cable routes, and active maintenance areas.
  • Ability to travel between Joint Base Charleston locations and respond after hours when mission requirements dictate.
