Full-Time | On-Site | Charleston, WV Position Summary The Construction Business Manager oversees the administrative, contractual, and documentation functions that support daily construction operations. This role works closely with leadership and other key operational departments, and external customers to ensure projects run smoothly, documentation is accurate, and compliance requirements are met.

Key Responsibilities Administrative & Operational Support
• Oversee all administrative aspects of Construction Operations.
• Maintain organized digital and physical project files.
• Manage daily and weekly project spreadsheets and documentation.
• Complete weekly payroll coding and submit for processing.
• Track PTO for construction personnel in coordination with Payroll and Management.
• Enter weekly internal equipment charges for project costing.

Contract Administration
• Draft, review, and maintain contracts and subcontracts.
• Ensure compliance with contract terms and requirements for all parties.

Project Documentation & Billing
• Manage project and contract documentation throughout the project lifecycle.
• Prepare and submit monthly billing for construction customers.
• Work with Project Managers/Engineers to calculate, prepare, and submit invoices.
• Maintain monthly sales registers and submit closing summaries and accruals to Accounting.

Customer & Agency Interaction
• Communicate directly with customers.
• Utilize customer systems and portals for daily project tracking, invoicing, and submittals.

Purchasing & Reporting
• Issue and maintain purchase orders for project-related purchases.
• Submit quarterly MSHA and WV Mining reports to Accounting.
• Complete bi-annual small business utilization reporting through SAM.gov.
• Uses sound judgment when managing contracts, documentation, and billing.
• Resolves administrative issues by gathering information and evaluating options.
• Prioritizes tasks based on deadlines, project requirements, and operational impact.

Education & Experience Requirements Required
• High school diploma or GED.
• Minimum 2 - 3 years of administrative experience, preferably in construction, engineering, industrial operations, or a related field.
• Experience with documentation, billing, invoicing, or contract administration.
• Proficiency with Microsoft Office Suite (Excel, Word, Outlook).
• Strong organizational skills with demonstrated ability to manage multiple deadlines.

Preferred
• Associate’s or Bachelor’s degree in Business Administration, Construction Management, Accounting, or a related field.
• Experience supporting Project Managers, Engineers, or construction field personnel.
• Familiarity with governmental agencies.
• Experience using customer portals or government reporting platforms (e.g., SAM.gov, MSHA reporting systems, VPO).
• Knowledge of construction billing, cost tracking, or project documentation workflows.
• Prior experience in contract administration or document control.

Required
