Position: Assistant Director of Financial Aid - West Virginia Higher Education Policy Commission
Nature of Work

Reporting to the Director of Financial Aid for the West Virginia Council for Community and Technical College Education the Assistant Director of Financial Aid is responsible for assisting with the administration of federal, state and institutional financial aid programs across multiple community and technical colleges.

Duties and Responsibilities:

* Policy and Compliance:

Supporting contractual agreements, organizing office procedures and policy, recommending and establishing institutional policies (especially for campus-based aid), ensuring accurate distribution of Pell Grant funds and compliance with verification, certifying federally guaranteed student loans and ensuring compliance (e.g., default management, entrance/exit interviews), and monitoring student academic progress.

* Fund Management:

Approving loans administered by institutions and private organizations, constructing student expense budgets, authorizing payment of financial aid, and maintaining internal accounting records.

* Reporting and Auditing:

Preparing Institutional Payment Summary reports for Pell Grant, supervising loan enrollment verification reports, annually preparing the Fiscal Operations Report and Application to Participate, working with institutional staff on annual independent audits, and collecting/supervising data entry for the annual HEPC/WVCCTCE Database Report.

* Database and Technology:

Managing and programming the computerized database (BANNER).

* Student and Institutional Support:

Reviewing application accuracy and determining student needs, attending meetings/workshops, providing/arranging training for institutional staff and monitoring their work, visiting campuses, assisting students with financial aid forms/loan applications, and serving as a liaison to state/federal agencies and other institutions.

* Outreach and Training:

Distributing and explaining financial aid materials through presentations to local businesses, industries, and high schools, developing and distributing financial aid consumer information, and conducting high school guidance counselor training.

Minimum Qualifications

Bachelor's degree in education, business administration or related field and three years of recent relevant work experience required.

Master's degree in education, business administration or related field with at least one year of recent relevant work experience is preferred.

Recent relevant experience in financial aid administration at the institutional level preferred.
