Accounting and Financial Operations
  • Reconcile bank accounts, credit card accounts, and procurement card (P-card) transactions, ensuring accuracy, proper documentation, and compliance with policies.
  • Monitor P-card activity and follow up on discrepancies with cardholders.
  • Maintain monthly reconciliations for assigned general ledger and subsidiary accounts.
  • Assist in maintaining accurate accounting records, including journals, ledgers, and expenditure accounts.
  • Provide leadership, supervision, and professional development to finance staff, fostering a collaborative, high-performance environment.
  • Provide day-to-day guidance and support to accounting staff to ensure accurate, efficient, and timely execution of critical accounting and reporting functions.
  • Assist with staff training on accounting procedures, reconciliations, and internal controls.
  • Support cross-department collaboration related to accounting, budgeting, and financial reporting.
  • Coordinate workflow to ensure deadlines for reconciliations and reports are met.
  • Serve as a key advisor to the Director of Finance on financial matters, internal controls, and process improvements.
  • Assist with preparation and review of financial statements, board reports, internal management reports, and supporting schedules.
  • Oversee monthly, quarterly, and annual closing processes, ensuring accuracy of journal entries, reconciliations, and supporting documentation.
  • Ensure compliance with GAAP, governmental accounting regulations, and Authority policies.
  • Supervise reconciliation of all bank accounts, credit cards, P-card activity, and financial transactions across Authority operations, including Tamarack and Tourist Information Shops.
  • Monitor policy compliance and follow up on exceptions, coordinating with cardholders and management as needed.
  • Assist with annual budget development and monitor budget performance throughout the year.
  • Identify variances, recommend corrective actions, and provide financial analysis to support planning, operational decisions, and capital projects.
Audit & Compliance
  • Assist in preparation of audit schedules and work papers for the annual external audit.
  • Monitor compliance with internal policies, state regulations, and audit recommendations.
  • Provide leadership and support for WVOasis ERP and other financial systems, including process improvements and system enhancements.
  • Assist with invoice processing and payment review.
  • Identify inefficiencies, recommend improvements, and lead implementation of enhanced financial controls.
Operational & Program Oversight
  • Oversee project invoicing, expenditure tracking, and financial documentation to ensure alignment with budgets and funding requirements.
  • Review E-ZPass settlements, credit card fee reconciliations, and customer refunds for accuracy and compliance.
  • Maintain fixed asset records and ensure depreciation schedules are updated for audit purposes.
Additional Responsibilities
  • Provide backup support for vendor payment processing, ensuring accurate and timely disbursements.
  • Perform other finance-related duties as assigned by the Director of Finance.
Minimum Qualifications
  • Bachelor’s degree in Accounting or Finance.
  • Minimum of five (5) years of progressively responsible experience in accounting, financial operations, including expertise in financial reporting, budgeting, reconciliations, and internal controls.
  • At least two (2) years of professional management or supervisory experience, preferably in a finance or accounting function, demonstrating leadership in staff development, workflow oversight, process improvement, and strategic financial decision-making.
  • Experience with procurement cards (P-cards), credit cards, and bank reconciliations strongly preferred.
