Position: Grant Compliance & Procurement Officer, Rural Health Transformation Program (RHTP)

Reports To:
Secretary of Health, State of West Virginia, with direct accountability to the Office of the Governor

Position Overview:

The West Virginia Rural Health Transformation Program (RHTP) is a comprehensive statewide initiative revolutionizing healthcare access and quality across rural communities. The program is supported by federal funding, requiring meticulous financial oversight and adherence to complex compliance regulations. The Grant Compliance and Procurement Officer must be experienced and detail-oriented to oversee the financial integrity, procurement practices, and regulatory compliance of all RHTP grant-funded activities.

This role is responsible for ensuring strict adherence to federal regulations, particularly 2 CFR 200, and managing all aspects of grant administration from a compliance perspective, and directly supervising the RHTP procurement specialist team.

Core Responsibilities:
  • Grant Compliance Oversight: Ensure the organization's compliance with all grant regulations, including 2 CFR 200, for all grant-funded initiatives.
  • Procurement Team Management: Direct, supervise, and evaluate the performance of RHTP procurement specialists to ensure aligned and efficient workflows.
  • Budget Tracking & Analysis: Oversee the tracking of all grant-related budgets and expenditures, providing timely updates to program staff and leadership on spending status and variances.
  • Cost Allowability Determination: Review expenses and financial transactions to ensure they are allowable, allocable, and reasonable according to grant terms and organizational policies.
  • Subrecipient Monitoring: Develop and implement a robust subrecipient monitoring process, including conducting desk reviews or on-site visits to ensure subrecipients are in compliance with financial and programmatic requirements.
  • Federal Reporting: Prepare and submit required financial and programmatic reports to federal agencies, including the Centers for Medicare & Medicaid Services (CMS) and other relevant agencies, ensuring accuracy and timely submission.
  • Fiscal Accountability Coordination: Coordinate closely with the procurement lead to ensure fiscal accountability, proper documentation of purchases, and adherence to grant-specific procurement regulations.
  • Audit and Monitoring Preparation: Lead and coordinate preparation for internal and external audits, including providing necessary financial documentation and responding to inquiries.
  • Internal Controls & Training: Assist in implementing and improving financial policies and procedures to enhance compliance and efficiency. Provide training to program staff on grant compliance, budget management, and reporting procedures.
Required Qualifications:
  • Bachelor’s degree in Accounting, Finance, Public Administration, or a related field. Master’s degree preferred.
  • Minimum of 4 years of professional experience in grants management, compliance, or auditing, with specific experience in federally funded programs.
  • Strong foundational knowledge of accounting practices and experience in preparing for and managing internal and external audits.
  • Deep understanding of the specific rules governing federal awards, cost principles, audit requirements, and administrative requirements is paramount for this position.
  • Demonstrated proficiency in budget tracking, expenditure analysis, and financial reporting to ensure responsible management of grant funds.
