Are you ready to apply your financial expertise to a role with a truly statewide impact? We are seeking a highly skilled, strategic, and detail-oriented professional to assist in managing, coordinating, and directing all budget-related functions for a multi-billion-dollar portfolio.

In this vital leadership capacity, you will support the fiscal operations of the Office of Shared Administration (OSA), Department of Health (DH), Department of Health Facilities (DHF), and Department of Human Services (DoHS). You will help navigate a highly complex budgetary landscape that funds a multitude of statewide programs, boards, and commissions, ensuring the highest level of financial integrity and accountability for both state and federal public funds.

Key Responsibilities

• Budget Development & Analysis: Actively lead the preparation of annual expenditure schedules and comprehensive annual appropriation requests across all four departments (OSA, DH, DHF, and DoHS).
• Strategic Advisory & Consulting: Provide expert budget and funding guidance, technical assistance, and consultative support to professional, technical, and clerical staff within the departments and their respective bureaus.
• Executive Reporting: Develop, analyze, and review intricate budgetary data to deliver clear financial insights to Cabinet Secretaries, Deputy Secretaries, the Chief Financial Officer, the Chief Budget Officer, and the Director of the Office of Budgets.
• Compliance & Financial Integrity: Ensure all fiscal activities maintain strict consistency, reporting accuracy, and robust accountability to federal, state, executive, and legislative entities.

This position serves as a critical bridge between internal operations and external oversight bodies. You will coordinate directly and transparently with:

• The State Budget Office
• The State Auditor’s Office
• Legislative Representatives and Committees

Qualifications & Core Competencies

To excel in this complex environment, candidates must demonstrate:

• Comprehensive Financial Knowledge: A deep understanding of all core accounting principles, accountability standards, and fiscal management protocols.
• Regulatory Expertise: Extensive familiarity with complex state and federal regulations governing public appropriations.
• Operational Insight: The ability to rapidly master and evaluate the diverse programs and affiliates operated within OSA, DH, DHF, and DoHS.
• Communication Excellence: The professional presence and clarity needed to advise executive leadership, consult with technical staff, and represent the agency to legislative representatives.

Minimum Qualifications

Training: Graduation from a regionally accredited college or university with a degree in the area of assignment.

Substitution: Experience as described below may substitute for the training requirement on a year-for-year basis.

Experience: Five years of full-time or equivalent part-time paid administrative or supervisory experience in the area of assignment.

Special Requirement: A valid driver's license may be required.

SPECIAL APPROVED SUBSTITUTION: Graduate course work from an accredited college or university may substitute at the rate of fifteen (15) semester hours of training for every one (1) year of required experience.
