Responsibilities
  • Performs technical and field inspections of regulated sites to ensure compliance with laws, regulations, and permit conditions in Boone, Kanawha, Lincoln, Wayne, and Wyoming counties (subject to change without notice).
  • Has the authority to issue notices of violations and cessation orders, initiate civil or administrative proceedings, and pursue criminal prosecution according to established procedures.
  • Conducts complaint investigations related to the position.
  • Requires travel and outdoor work in varying weather conditions, including walking over rugged terrain.
  • May be subject to emergency response, on‑call duties, and temporary assignments in different geographic areas as needed.
  • Timely submission of documents and required paperwork is essential.
  • Must participate in quarterly helicopter over‑flights of assigned areas.
  • Performs other duties as assigned.
Ideal Candidate Qualifications
  • Knowledge of state and federal environmental protection laws and regulations related to surface mining or underground mining effects.
  • Residency within the assigned geographical area.
  • Possession of (or ability to obtain) a valid driver’s license.
  • Strong oral and written communication skills for interactions with the public and private sector.
  • Ability to maintain a professional appearance and demeanor.
Additional Notes
  • Regular attendance is an essential part of this position.
  • Qualifying applicants will be required to complete an internet‑based profile assessment to compare the applicant’s thinking and reasoning skills, behavioral traits, and occupational interests against the traits determined to be important for the posted position.
  • The recommended candidate will be subject to a search of their Motor Vehicle Record (MVR) prior to being hired and annually thereafter.
  • All new employees involved with specific DEP programs subject to the Surface Mining Control and Reclamation Act (SMCRA) of 1977 must file a Statement of Employment and Financial Interest (OSM 23) prior to final appointment and annually thereafter.
  • Any applicant who has never taken and passed the examination for the Environmental Inspector in Training position may be required to do so; we will arrange this for qualified applicants.
Hiring Process

This is a tested position and requires an online examination. Once your application is received, you will be notified from Course Mill (web‑based Learning Management System). You must test within three (3) calendar days after receiving your notification from Course Mill. Online applicants who do not test within three (3) calendar days will be inactivated. Any time you retake the same test, your new score, whether higher or lower, automatically replaces any previous test scores.

Your score is valid for twelve (12) months after you have taken it.

Minimum Qualifications
  • Graduation from an accredited four‑year college or university with a degree in natural or applied science, engineering, or occupational safety and health.
  • Substitution:
    Full‑time or equivalent part‑time paid inspection, technical, or professional employment in one of the areas of assignment may substitute for the required training on a year‑to‑year basis.
