Position: Deputy Secretary of Transportation/Deputy Commissioner of Highways - Kanawha County

Position Overview The Deputy Secretary/Deputy Commissioner provides executive-level support to the Cabinet Secretary and Commissioner of the Department of Transportation in planning, organizing, and directing major programs across the Department of Transportation. The role leads policy development, coordinates cross-division initiatives, manages intergovernmental relationships, and serves as acting department head when delegated. Pay Grade: 26

Key Responsibilities

  • Policy Development — Supports creation, evaluation, and integration of department policies and procedures.
  • Program Oversight — Monitors program performance and recommends improvements to strengthen efficiency and effectiveness.
  • Executive Advising — Provides guidance to the Cabinet Secretary and Commissioner on administrative operations and strategic initiatives.
  • Legislative Coordination — Assists with legislative proposals and maintains productive relationships with legislative officials.
  • Intergovernmental Collaboration — Coordinates plans and programs with divisions, agencies, and federal, state, and local partners.
  • Leadership Coverage — Serves as department head in the Secretary's absence.
  • Travel Requirements — Travel may be required; a valid driver's license is necessary.

Minimum Qualifications

  • A bachelor's degree from a regionally accredited college or university.
  • Ten (10) years of professional experience demonstrating skill in leading administrative operations, coordinating programs across divisions or agencies, and analyzing complex fiscal or operational information.

Candidates must also show supervisory or administrative leadership and executive-level communication with internal and external officials.
