Kforce has a client that is seeking a Senior Technical Project Manager (TPM) in Charleston, WV.
Summary:
A leading nationwide technology organization is seeking a highly skilled Senior Technical Project Manager to drive complex, large-scale software initiatives. This role blends advanced project management expertise with a strong technical background, enabling the TPM to partner closely with engineering teams, influence architecture and delivery decisions, and effectively communicate project status to executive and non-technical stakeholders. We are working directly with the hiring manager on this search.
This role offers partial remote flexibility.
- Develop and maintain detailed project plans, schedules, roadmaps, and milestones
- Track progress against timelines, scope, and budgets;
Escalate and adjust plans as needed - Ensure deliverables meet both functional requirements and technical specifications
- Serve as the liaison between technical teams and business or executive stakeholders
- Produce executive dashboards, reports, and status updates for sponsors and leadership
- Define and track project metrics including velocity, quality, test coverage, and system uptime
- Oversee the full software development lifecycle (requirements, design, development, testing, deployment, maintenance)
- Partner with Engineering, QA, Dev Sec Ops , and Product teams to ensure smooth and timely releases
- Identify resource constraints, risks, and dependencies across concurrent work streams
- Conduct and present current state and future state analyses for technical and non-technical audiences
- Ensure alignment across multiple teams, jurisdictions, and stakeholder groups
- BS degree in Information Technology, Computer Science or other technology field would be ideal or equivalent work experience
- 5-8+ years of managing large-scale, multiyear enterprise software projects
- Experience overseeing end-to-end full software development lifecycle (requirements, design, development, testing, deployment, maintenance) is required
- Expertise with Microsoft Project, including advanced features for complex technical programs
- Proficiency with Azure Dev Ops or Jira, including creation, tracking, and reporting of task level work
- Strong understanding of project management methodologies and concepts (critical path, risk analysis, theory of constraints, scope management, etc.)
- Ability to build and manage software metrics that support forecasting and milestone tracking
- Experience analyzing resource allocation, constraints, and cross-team dependencies
- Strong communication skills with the ability to influence, educate, and manage expectations
- Extensive experience with SDLC methodologies-Agile, Iterative, and Waterfall-and all associated phases (requirements, design, development, testing, deployment, support)
- Experience managing large, multi-disciplinary teams (20+ team members or more)
- Demonstrated ability to operate in complex, politically sensitive, or multi-jurisdictional environments
- Strong stakeholder and client management skills, particularly with government agencies or cross-state collaborations
- Ability to thrive in dynamic, fast-moving, and sometimes ambiguous environments
- PMP certification preferred
- Government (state or federal) project experience is a plus
The pay range is the lowest to highest compensation we reasonably in good faith believe we would pay at posting for this role. We may ultimately pay more or less than this range. Employee pay is based on factors like relevant education, qualifications, certifications, experience, skills, seniority, location, performance, union contract and business needs. This range may be modified in the future.

Hourly employees are not eligible for paid time off unless required by law. Hourly employees on a Service Contract Act project are eligible for paid sick leave.
