Job Summary
We are seeking a skilled Information Systems Consultant to join our procurement team and bridge the gap between complex technology needs and compliance requirements. This role manages the full procurement lifecycle, from market research and specification writing to contract enforcement.
Key Responsibilities- Project & Contract Management:
Lead technology procurement projects and oversee vendor compliance. - Specification Writing:
Draft complex technical requirements and review Statements of Work (SOW). - Compliance Review:
Evaluate agency technology requests to ensure alignment with state policies; serve as the department liaison with the WV Office of Technology for CIO review compliance. - Meeting Facilitation:
Lead stakeholder meetings to gather requirements, align cross-functional teams, and document project progress. - Market Research:
Conduct research on emerging technologies and market trends; work with internal customers to assess needs and develop procurement plans. - Issue Resolution:
Act as the primary point of contact to resolve vendor disputes and contract issues.
- Communication:
Exceptional writing skills for drafting specifications and strong facilitation skills for leading meetings. - Support:
Provide backup for other procurement duties, such as asset and inventory control, spot purchases, and internal training.
- Bachelor's degree from a regionally accredited college or university with a minimum of six (6) semester hours in computer science.
- Substitution:
Bachelor's degree from a regionally accredited college or university and one (1) year of full-time or equivalent part-time paid experience in computer sales, computer consulting or in a position utilizing information technology writing or research skills. - OR Successful completion of twenty (20) semester hours from an accredited college or university including a minimum of six (6) semester hours in computer science and two (2) years of full-time or equivalent part-time paid experience in computer sales, computer consulting or in a position utilizing information technology writing or research skills.
