MissionThe mission of the WV Offices of the Insurance Commissioner is to promote a competitive and solvent insurance market with adequate consumer protection by fairly and consistently administering the insurance laws of West Virginia.
Responsibilities- Serve as the General Counsel for the agency under the Administrative direction of the Insurance Commissioner, providing legal advice to the executive team regarding applicable statutes, rules, and regulations.
- Perform advanced legal research and prepare legal memorandums and briefs on complex insurance issues; draft bills, rules, and related documents.
- Analyze and summarize laws from other states related to insurance issues pending the state of West Virginia.
- Represent the agency in matters before the Legislature, testify before legislative committees regarding bills and study topics, and collaborate with committee counsel.
- Correspond with legislators and the public as needed when inquiries are received.
- Manage all outside litigation and personnel matters before administrative bodies.
- Perform other duties as assigned.

Minimum Qualifications- Training:
Admission to practice law in the State of West Virginia. - Experience:
Nine years of full‑time or equivalent part‑time paid experience in the practice of law, including trial experience in administrative or judicial proceedings. - Substitution:
One year of full‑time or equivalent part‑time paid employment as an attorney with the agency to which assigned will be considered equivalent to two years of other qualifying experience.
- Holidays – Minimum of 12 paid holidays.
- Leave Accrual – Ample annual (starting at 4.61 hours per pay period) and sick leave (5.55 hours per pay period) accrual.
- Medical Insurance – Insurance through Public Employees Insurance Agency (PEIA) with several plan options and flexible benefits through Mountaineer Flex Benefits.
- Life Insurance – Free $10,000 basic life insurance and additional life insurance offered at a low cost.
- Retirement – Mandatory retirement with employer and employee contributions; optional 457 deferred compensation retirement plan.
