Position: Building and Grounds Manager - DHS - DCR - Central Office - Statewide

Nature of Work

Under limited supervision and at an advanced level, coordinate and supervise a variety of building and grounds maintenance projects, including major deferred maintenance projects, for thirty-six (36) secure facilities in the Division of Corrections and Rehabilitation (DCR). Oversee the work of skilled and semi‑skilled maintenance employees and work crews engaged in building maintenance and groundskeeping projects. Evaluate existing buildings and grounds conditions to make recommendations on repairs and/or improvements.

Able to read and interpret specifications, drawings, schematics, and building plans. Develop project plans, specifications, drawings, schematics, and estimates for cost, time, and materials needed for effective project completion. Ensure proper skills and competence levels for employees and work crews; arrange for training in the proper methods, techniques, tools and equipment, and safety precautions for assigned work. This position may involve work hazards associated with heavy machinery, motorized equipment, and power tools.

Work may involve exposure to inclement weather. Perform other duties as required. Travel is required.

Minimum Qualifications
  • Graduation from a standard high school or equivalent.
  • Eight (8) years of full‑time or equivalent part‑time paid experience in building maintenance, building construction, or in the installation and maintenance of building electrical or heating systems.
  • Successful completion of study in a regionally accredited college or university in building trades, or related business or vocational school training may be substituted for the general experience on a year‑for‑year basis up to two (2) years.
  • Specific positions may require certification from a federal EPA approved testing organization as a certified technician required by the Clean Air Act on refrigerant recycling.
  • Provide an official transcript, license, or certificate to verify college, university or vocational school education, licensure or certification.
  • Job duty descriptions of all experience must be included in the Work History section of your online application or be clearly stated on your attached resume.
Qualification Options
  • I have high school graduation (or the equivalent) AND at least eight (8) years of full‑time or equivalent part‑time paid experience in building maintenance, building construction, or in the installation and maintenance of building electrical or heating systems.
  • I have a combination of successful completion of study from an accredited college or university in building trades OR related business or vocational school training AND full‑time or equivalent part‑time paid experience in building maintenance, building construction, or in the installation and maintenance of building electrical or heating systems. In order to qualify with this option, you may substitute the accredited college or university experience for the required experience at the rate of thirty (30) semester hours = 1 year of qualifying experience for up to two (2) years of the required experience.

    For related business or vocational school training, you may substitute successfully completed related coursework at the rate of every ninety (90) clock hours = one (1) month of qualifying experience, every 540 clock hours = 6 months of qualifying experience, or every 1,080 = 1 year of qualifying experience (up to a total of 2 years).
  • I do not have high school graduation or the equivalent, but I do have additional full‑time or equivalent part‑time paid experience in building maintenance, building construction, or in the installation and maintenance of building electrical or heating systems to substitute for the years of high school that I did not complete.

    Please note:

    high school is considered to be four (4) years. So if you have completed one (1) year of high school, you would need to have three (3) years of qualifying experience in addition to the eight (8) years required by the minimum qualifications, so you would need to have a total of eleven (11) years to qualify. If you have completed two (2) years of high school, you would need to have two (2) years of qualifying experience in addition to the eight (8) years required by the minimum qualifications for a total of ten (10) years of qualifying experience, and so on.
