THIS IS A TEMPORARY EMPLOYMENT OPPORTUNITY

Position Summary:

Tidal Basin, a leading emergency management consulting firm, has an opportunity for qualified Case Manager Supervisors for the FEMA Individual Assistance Case Management Program (Disaster Case Management Program, or DCMP). The Case Manager Supervisor conducts assessments, develops individualized recovery plans, identifies unmet needs, and connects survivors with available federal, state, local, nonprofit and community resources. This position oversees a team of Case Managers and serves as a trusted advocate for disaster survivors, helping them achieve sustainable recovery outcomes.

Job Duties and

Responsibilities include:
  • Oversight of Case Managers, including performance tracking, case assignment duties, and reporting of team activities.
  • Conduct comprehensive intake interviews and assessments to identify disaster-related unmet needs, barriers to recovery, and available resources.
  • Develop and maintain individualized recovery plans that support survivors in achieving their long-term recovery goals.
  • Provide ongoing case management services, including regular follow-up, progress monitoring, and documentation of case activities.
  • Assist survivors in accessing available disaster assistance programs, including federal, state, local, nonprofit, faith-based, and community resources.
  • Advocate on behalf of clients to help remove barriers to recovery and facilitate access to services and support.
  • Coordinate with government agencies, voluntary organizations, community partners, housing providers, behavioral health providers, and other stakeholders to support client recovery.
  • Maintain accurate case files and documentation in accordance with program policies, confidentiality requirements, and data management standards.
  • Participate in case staffing meetings, training activities, and quality assurance reviews.
  • Educate survivors on available recovery resources and support services.
  • Ensure health and safety guidelines are established and followed.
  • Complete required training including safety training.
  • Support disaster recovery operations and perform other duties as assigned.
Skills and

Competencies:
  • Strong interpersonal, communication, and active listening skills.
  • Ability to establish trust and maintain professional relationships with disaster survivors from diverse backgrounds.
  • Strong organizational skills with the ability to manage multiple cases and competing priorities.
  • Knowledge of case management principles, community resources, and disaster recovery processes.
  • Ability to work independently while collaborating effectively within a team environment.
  • Commitment to confidentiality, ethical conduct, and client-centered service delivery.
  • Proficiency in Microsoft Office applications and case management systems.
Preferred

Skills:
  • Experience supporting disaster recovery programs, emergency management, housing recovery, or human services programs.
  • Familiarity with FEMA Individual Assistance programs, disaster recovery resources, and voluntary agency coordination.
  • Knowledge of West Virginia communities, cultures, and available social service networks.
  • Training or experience in trauma-informed care, crisis intervention, motivational interviewing, or related practices.
Education and Experience:
  • Bachelor's degree in Social Work, Human Services, Psychology, Counseling, Emergency Management, Public Administration, or a related field preferred.
  • Minimum of three years' experience as a member of a state or federal recovery operation, or equivalent experience commensurate with the ability to perform the necessary duties.
  • Minimum of one year of supervisory experience.
  • Equivalent combinations of education and experience may be considered.
Work Environment:
  • Requires direct interaction with disaster survivors in office, community, shelter, or field settings.
  • May require local travel throughout West Virginia to support recovery operations.
  • May require evening, weekend, or holiday work based on disaster recovery operational needs.
  • Ability to work in a fast-paced and evolving disaster recovery environment.
