Applications Administrator

Under the direction of the Chief Information Officer (CIO), the Applications Administrator is responsible for the administration, support, and lifecycle management of enterprise software applications, with a primary focus on court systems and audio/visual (A/V) technology across the organization. This includes courtroom technology, meeting and conference room systems, and Board of Commissioners chambers.

This position ensures that mission-critical systems used for court proceedings, public meetings, and official government functions are reliable, secure, and fully operational. The role works closely with judges, court staff, elected officials, administrators, and department personnel to support technology that enables efficient operations and public transparency.

Essential Functions

An employee in this position may be called upon to perform any or all of the following essential functions.

Court Systems & Courtroom Technology

  • Administers and supports court-related software systems including case management systems (CMS), e-filing platforms, document management systems, and digital evidence systems.
  • Provides direct support for courtroom A/V systems including microphones, speakers, mixers, cameras, digital recording systems, and evidence presentation tools.
  • Supports video arraignment, remote hearings, and hybrid court proceedings using platforms such as Microsoft Teams or Zoom for Government.
  • Ensures courtroom technology is fully functional prior to scheduled proceedings; provides real-time support during hearings and trials when necessary.
  • Maintains integrations between court systems and justice partners (law enforcement, prosecutor, probation, and state systems).
  • Meeting Spaces & Board of Commissioners Technology

  • Administers and supports A/V and conferencing technology in county meeting rooms, training spaces, and the Board of Commissioners chambers.
  • Supports live and recorded public meetings, including agenda display systems, microphones, voting systems (if applicable), and public broadcasting/streaming solutions.
  • Configures and maintains video conferencing systems, room schedulers, digital signage, and presentation technologies.
  • Ensures seamless hybrid meeting functionality, including in-person and remote participation.
  • Provides technical setup and operational support for Board meetings, committee meetings, and other high-visibility public sessions.
  • Coordinates and tests all equipment prior to meetings to ensure reliability and minimize disruptions.
  • Enterprise Software Administration

  • Installs, configures, patches, upgrades, and maintains enterprise and SaaS applications in accordance with change management procedures.
  • Manages user access, permissions, and role-based security in alignment with organizational policies.
  • Monitors system performance, availability, and logs; troubleshoots and resolves issues proactively.
  • Maintains software inventory, licensing compliance, and renewal schedules.
  • Coordinates with vendors for support, maintenance, and issue resolution.
  • Operational Support & Collaboration

  • Works closely with judges, court administrators, elected officials, and department staff to identify technology needs and implement effective solutions.
  • Provides end-user support and training for software systems and A/V technologies.
  • Develops and maintains documentation, standard operating procedures, and user guides.
  • Assists with data integration, reporting, and workflow automation between systems.
  • Security, Compliance & Continuity

  • Ensures systems meet applicable regulatory and security requirements (e.g., CJIS, court administrative standards, public meeting laws).
  • Supports disaster recovery and business continuity planning for court and public meeting technologies.
  • Participates in system testing, upgrades, and new technology implementations.
  • This may not be inclusive of the total scope of job functions to be performed. Subject to other duties to be assigned.

    Minimum Qualifications

    Minimum Qualifications

    • Bachelor's degree in Information Technology, Computer Science, or related field; or
    • Associate degree with significant relevant experience; or
    • Equivalent combination of education and experience.
    • 3–5 years of experience supporting enterprise applications and/or A/V systems.
    • Must possess and maintain a valid Michigan driver's license.

    Preferred Qualifications

    • Experience in local government or court IT environments.
    • Experience with case management systems (e.g., Tyler Technologies Odyssey or similar).
    • Experience with professional A/V systems design and support in courtrooms or council chambers.
    • Familiarity with live streaming, recording systems, and public broadcasting for government meetings.
    • Knowledge of CJIS and other justice-related compliance requirements.
    • Relevant certifications (Microsoft, ITIL, CTS (Certified Technology Specialist), or similar).

    Knowledge, Skills, and Abilities

    • Strong knowledge of enterprise application administration and SaaS platforms.
