Position Description The Safety Manager plays a critical role in supporting regional operations by promoting and reinforcing Penhalls safety-first culture across all branches and jobsites. This position partners closely with operations leadership, field teams, and project stakeholders to ensure compliance with company safety standards and all applicable regulatory requirements. The Safety Manager serves as the regional subject matter expert for occupational health and safety while contributing to the overall success, safety performance, and operational effectiveness of the region.

- Promote and reinforce Penhalls safety-first culture across all regional operations and jobsites.
- Serve as the regional subject matter expert for occupational health and safety matters.
- Provide leadership, coaching, and mentorship to operations teams regarding safe work practices, hazard mitigation, and regulatory compliance.
- Conduct regular site visits to evaluate field safety performance and operational compliance.
- Collaborate with branch managers and project teams to proactively identify and resolve safety concerns.
- Ensure compliance with OSHA, MSHA (where applicable), DOT, and all applicable federal, state, and local safety regulations.
- Develop, implement, and maintain regional safety policies, procedures, and training programs.
- Monitor and evaluate safety performance metrics, trends, and corrective action plans.
- Lead investigations involving incidents, injuries, near misses, and property damage events.
- Prepare detailed incident reports and recommend corrective and preventive actions.
- Coordinate and conduct safety orientations, toolbox talks, leadership training, and regulatory compliance training.
- Assist in the development of employee safety competencies and certifications.
- Support onboarding and ongoing safety education for field employees and supervisors.
- Facilitate emergency response planning and preparedness activities.
- Perform routine field audits, inspections, and behavioral observations.
- Ensure jobsite documentation, permits, JHAs, and safety records are properly maintained.
- Track corrective actions and verify timely completion.
- Assist with customer safety audits and contractor qualification requirements.
- Partner with estimating, project management, and operations teams during project planning and execution.
- Participate in pre-construction meetings and high-risk activity planning.
- Support claims management and workers compensation processes in coordination with HR and Risk Management.
- Assist branches in achieving company safety goals and KPIs.
- Maintain accurate regional safety records and reporting.
- Prepare and present regional safety performance reports to leadership.
- Communicate regulatory updates and company safety initiatives effectively across the region.
