Overview
The Chief Estimator plays a critical role in the pre-construction phase of construction projects. This leadership position involves managing cost estimates and collaborating with various departments to provide guidelines of estimates for contract proposals and competitive bids.
The Chief Estimator is responsible for analyzing project specifications, conducting site visits, and developing detailed cost estimates. This role requires a strong understanding of construction processes, excellent communication skills, and the ability to lead a team of estimators.

Mas Tec Civil, LLC is a heavy highway contractor specializing in complex transportation projects, including roadway, bridges, interchanges, mass transit, and tolling facilities. Mas Tec’s Clean Energy and Infrastructure Group (CE&I) provides construction services for industrial facilities, energy projects, buildings, and infrastructure.
ResponsibilitiesThis candidate must be knowledgeable with different contract types such as design-build, design-bid-build, and Lump Sum; and be familiar with clients including FDOT/Turnpike, Miami Dade Expressway (MDX) or similar, South Florida Water Management District (SFWMD), city and county authorities.
Lead a team to manage and prepare bid packages from start to end, including cost saving initiatives, CPM scheduling, Maintenance of Traffic Analysis, bid strategy. After winning a bid, the lead estimator will transfer all documentation, make a presentation, and assist the managerial team with buyouts, value engineering, and future change order analysis.
- Constantly review standard and specification updates from owner/authority
- Full understanding of contract terms, requirements, drawings, special provisions, technical specifications, etc.
- Build breakdown of work activities with bid items and quantities
- Provide initial estimate (green sheet) to understand cost percentage per construction division
- Create and analyze Risk Matrix and CPM Scheduling
- Keep tracking of requests for information during bid process
- Study and review all estimating reports: equipment total hours, labor total hours, key indicators, etc.
- Full review of bid submittal and lead presentation to executives before bid submittal
- Keep backups of all estimates
- Productivity analysis with similar jobs
- Maintenance of estimating software: labor, equipment, permanent material and construction material rate updates; include crew, activity, and bid item codebooks
- Be aware of global and local economic trends: inflation, construction index prices, major commodities trends
- Build and maintain relationships with subcontractors and suppliers
- Identify bid opportunities with current and new clients
- Participate in estimating hiring, summer internships, and mentoring young estimators
- Create budgets for awarded contracts
- * B.S. in Engineering or Construction Management. Minimum 15 years of experience in Heavy Civil: field position, and at least 8 years estimating in the USA.
- Must have knowledge in FDOT bridge and roadway construction
- Savvy in foundations, concrete structures, cofferdams, retaining walls, temporary structural systems, underground and utility work, earthwork, signalization, roadway lighting and signing, intelligent transportation systems, safety standards, etc.
Software skills:
- 30-Hour OSHA training
- Microsoft Office (Outlook, Excel, Word, PowerPoint)
