East Region Alternative Delivery Lead

Within HDR, Alternative Delivery (AD) consists of collaborative delivery models such as Design-Build (DB), Engineer-Procure-Construct (EPC), Progressive Design-Build (PDB), Construction Manager-General Contractor (CMGC), Construction Manager at Risk (CMAR), and Integrated Project Delivery (IPD). This position will engage with all aspects of the power delivery AD program, driving collaboration between HDR's global power delivery staff and construction teaming partners to mitigate engineering risks associated with AD projects.

The role focuses on planning, pursuing, managing, and delivering power delivery AD projects in electric transmission, substation, distribution, and renewables (medium/high voltage) markets.

Primary Responsibilities
  • Lead the power delivery AD program within HDR's East Region, covering Maine, Vermont, New Hampshire, Massachusetts, Connecticut, Rhode Island, New York, New Jersey, Virginia, Washington D.C., Maryland, Pennsylvania, Ohio, West Virginia, Kentucky, Tennessee, North Carolina, South Carolina, Georgia, Florida, Alabama, and Mississippi.
  • Partner with business development, operations, and technical leadership to develop new opportunities, markets, and staffing plans.
  • Drive partnership agreement negotiations with potential construction partners in alignment with HDR's business goals.
  • Develop a power delivery front‑end engineering and design (FEED) team to evaluate and mitigate technical risks of AD opportunities before and during the Go/No‑Go evaluation.
  • Review AD project intel, opportunities, and RFPs to estimate technical investments prior to Go/No‑Go discussions.
  • Assist with Go/No‑Go discussions, project risk assessments, statements of qualifications, proposals, interviews, and negotiations as required.
  • Work with pursuit teams to develop scope, schedule, and budget, focusing on activities and risks unique to AD projects (e.g., procurement support, construction support, critical path scheduling).
  • Provide AD best‑practice guidance to pursuit and project delivery teams.
  • Collaborate with regional and area operations leaders, market sector leaders, practice leaders, project managers, commercial managers, and project teams to deliver high‑quality engineering, environmental, real estate, geospatial, and construction support services for AD projects.
  • Develop and lead AD project teams, including project managers, technical leaders, project controls, and commercial managers.
  • Serve as a senior advisor during AD project execution, providing project delivery support including contract administration and management.
  • Act as Project Manager or Engineering Manager on select power delivery projects (both AD and traditional design‑bid‑build).
  • Oversee production section, including project delivery, staffing, recruiting, quality, utilization, workload forecasting, work‑sharing, safety, and morale.
  • Mentor and develop other employees.
  • Perform other duties as needed.
  • Report to the Power Sector Alternative Delivery Director.
Required Qualifications
  • Bachelor's degree in a related field.
  • 10 years of related experience.
  • Minimum 5 years of project management experience.
  • Familiarity with Microsoft Office, estimating and scheduling software, and project management software.
  • Excellent organizational, project management, and written and verbal communication skills.
  • Demonstrated ability to interact with various design teams.
  • Commitment to an employee‑owned culture and active participation in a collaborative environment.
Preferred Qualifications
  • Bachelor's degree in Electrical, Civil and/or Mechanical Engineering, Construction Management, or a similar combination of relevant education and experience.
  • Minimum 15 years of power delivery experience.
  • Minimum 5 years of building and/or managing engineering teams on EPC projects.
  • Strong leadership skills and project management experience with multiple remote teams.
  • Understanding of contractual risk and mitigation strategies in AD models.
  • Proven experience managing projects, client relationships, proposal development, and business development.
  • Self‑starter with excellent writing and communication skills.
  • Strong conceptual, organizational, problem‑solving, and collaboration skills.
  • Proficiency with Microsoft Office and conferencing platforms (Zoom, Web Ex, Teams, etc.).
  • Position requires up to 30 % travel.
  • Professional Engineer licensure or DBIA certification is preferred.
