Position Overview

The Engineer II will review plans developed in the Division of Development & Construction (DDC) Unit and those submitted by private engineering firms. The role involves developing roadway designs for DDC projects, preparing plan sets, coordinating reviews, preparing cost estimates, conducting field inspections, and supporting utility relocation efforts.

Responsibilities
  • Review plans developed within the DDC Unit and by private engineering firms.
  • Develop roadway designs for DDC projects (small TIP, intersection improvement, spot safety, spot mobility, etc.) using Bentley highway design software and work spaces (Micro Station, Geopak, Open Roads Designer, Corridor Modeling).
  • Execute design activities including horizontal and vertical alignment, intersection geometry, earthwork, corridor modeling, and plan set production.
  • Incorporate drainage recommendations into plan sets and prepare traffic control, pavement marking, erosion control, and signing plans.
  • Coordinate plan reviews with Raleigh Units to ensure compliance with NCDOT standards and specifications.
  • Prepare workday estimates and coordinate negotiations for roadway projects performed by consultants.
  • Assist the DDC Engineer and Division Project Development Unit with scoping projects and preparing estimates.
  • Conduct field inspections of ongoing and proposed projects.
  • Assist with coordination of utility relocation efforts on assigned projects.
  • Advise lower‑level engineers and other employees in their day‑to‑day work to promote a team approach.
  • Perform manual tasks safely, work outdoors in varied weather, terrain, and hours, and operate a motor vehicle as required.
  • Adhere to safety requirements, including wearing safety toe shoes within 30 days of employment.
Qualifications
  • Experience interpreting and communicating verbally and in writing details of plans, project documents, policies, and procedures.
  • Ability to make recommendations and decisions for simple or complex project developments based on review of plans for completeness, compliance, engineering principles, standards, and design needs.
  • Knowledge of time and budget management practices and requirements for developing multiple projects with minimal supervision.
  • Collaboration and coordination skills with private engineering firms, including technical writing and public speaking.
  • Familiarity with NCDOT design principles, AASTHO guidelines, and all phases of preparation of NCDOT preliminary, right‑of‑way, and construction plans.
Education & Experience

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.

Special Requirements
  • Registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors (may be required).
  • Legal operation of a motor vehicle.
Salary

Grade NC18. Annual salary range: $63,927 – $111,871.
