General Description
The Chief Estimator is responsible for leadership and management of the Estimating Department for large heavy highway civil contractor.

Knowledge, Skills and Attributes- Attend Pre-Bid Meetings and visit sites to collect information.
- Lead estimating team and coordinate estimates with senior management.
- Perform detailed quantity takeoff and summaries.
- Prepare work to be accomplished by gathering information and requirements; setting priorities.
- Prepare construction budget by studying plans, updating specifications, identifying and projecting costs for each elevation.
- Solicit bids and proposals from vendors and subcontractors by specifying materials, identifying qualified subcontractors, negotiating price.
- Resolve cost discrepancies by collecting and analyzing information.
- Maintain quality service by following organization standards.
- Maintain and develop customer/client relationships.
- Maintain continuity among corporate, division, and local work teams by documenting and communicating actions, irregularities, and continuing needs.
- Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, participating in professional societies.
- Contribute to team effort by accomplishing related results as needed.
- Candidate must have excellent communication skills.
- Microsoft Office skills are a requirement.
- Some travel is required.
- A valid, current Driver's License with a clean driving history is required.
- A Bachelor's Degree is required with Civil Engineering or Construction Management degrees preferred.
- A minimum of 15 years of experience in highway construction and asphalt paving is required.
- Experience in all phases of bid and proposal development.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Employees must have 20/40 vision, either naturally or with corrective lenses. Hearing should be excellent or corrected by an audio device.

While performing the duties of this job, the employee may be working in an office environment which is generally quiet or may be required to work in the outdoors and exposed to moving mechanical parts, outside weather conditions, and vibration. When outdoors, the employee is frequently exposed to fumes or airborne particles. The employee is occasionally exposed to wet and/or humid conditions, high, precarious places, and chemicals.
The noise level in the outdoors work environment is usually loud.
