** SUMMARY
* * Based in Storm Water Services, this position is responsible for handling financial and budget-related tasks, analyzing fiscal data, and providing financial insights to various management levels. This position will work closely with the Budget & Finance Manager to oversee financial activities as well as work independently tackling complex analytical tasks while supervising and overseeing the work of others. The role also involves conducting internal analysis for compliance and offering training and guidance on financial processes and policies.

Duties and Responsibilities:

*** Supervise assigned staff, including assigning, monitoring and reviewing completed work, evaluating performance and assisting with career and professional development.
* Assist in coordinating the development of operating and capital budgets.
* Develop required budget information for submission to Strategy & Budget for the budget development process and end of year windup ordinance.
* Work with Budget & Finance Analysts on developing Mid-Year and Year-End processes for the department and performing monthly open purchase order and after-the-fact purchase order analysis.
* Oversee and assist in managing capital project and grant award setup in Workday, including determining and/or establishing correct funding sources and priority of fund allocation.
* Develop and deliver appropriate training and guidance for financial related activities/processes in Workday.
* Assist with year-beginning and year-end processes.
* Perform financial review of construction pay applications.
* Monitor financial transactions and perform fiscal analysis.
* Process transactions in the budget/financial system as required.
* Draft and review budget amendments and journal entries with accuracy and timeliness.
* Prepare clear and concise financial reports as scheduled and as needed.
* Coordinates with internal divisions, City Finance, and other departments to improve processes and resolve problems; identifies, recommends, and implements changes to strengthen and improve procedures.
* Provide information for audits and develop ad hoc reports when requested.
* Monitor and assist in financial customer service requests from department staff.
* Primary back-up to the Budget & Finance Manager.
* Provide other budget & finance tasks as requested.
** Knowledge, Skills & Abilities:
*** Strong knowledge of the principles and practices of governmental accounting and fund accounting systems.
* Ability to analyze financial transaction systems to identify internal controls and problems as well as offer potential solutions.
* Skill in the application of prioritization, organization, and coordination abilities to work on multiple projects in a fast-paced environment with tight deadlines.
* Ability to establish and maintain effective working relationships.
* Ability to research, obtain, and provide information with accuracy and clarity.
