PROGRAM DEVELOPMENT
  • Relates to and corresponds with the Social Services Secretary/Grants Office of Territorial Headquarters regarding information relating to all program contracts and applications within the Division.
  • Identifies public funding sources for programming within the Division.
  • Establishes and maintains contacts and communications with state and local agencies who are involved in the direct delivery, planning or funding of services for the Division.
  • Attends and represents The Salvation Army at Divisional, National, Territorial, and local Salvation Army functions.
  • Attends and represents The Salvation Army at National, Regional, or State Conferences and meetings as a representative of The Salvation Army as a representative of The Salvation Army Divisional Administration and to communicate services delivered by The Salvation Army in the Division.
  • Reviews and consults with local Corps Officers and staff and makes recommendations to the Divisional Finance Board on all contract/grant renewal applications and budgets.
  • Coordinates the approval of the Divisional Finance Board and transmittal to Territorial Headquarters for Board of Trustees execution of all grant applications, contracts, renewals, license and public funded renewal budgets.
  • Assists local Corps Officers and staff in identifying new program needs and opportunities to add or expand programs; assists Commanding Officers and staff in developing same after exploring cost/revenue implications and prepares The Salvation Army new program proposals.
PROGRAM ADIMINISTRATION
  • Conducts site visits of all public funded service programs in the Division as required; prepares a narrative report on the site visit when requested including an evaluation of the program’s goals and objectives as to ensure maximum usage of available public funds and compliance with contractual obligations as outlined by the contract/funding document and/or appropriate federal or state regulations.
  • Receives from all indicated programs service program reports in the form that is presented to any public agency to ensure program contractual compliance.
  • Receives financial reports in the form that is presented to the public funding bodies from all indicated programs to ensure budgetary compliance; ensures that the assistance provided is limited to program adherence to financial standards of an individual public funding body and relating the governmental requirements to The Salvation Army Administration in the review of compliance with Salvation Army Financial Minutes.
  • Conducts orientation and/or training sessions for individual program staff of service programs.
  • Serves as a part of the planning process at Divisional Headquarters when requested for the development of new Division-wide programs, serving as The Salvation Army Representative on key planning committees, etc.
  • Cooperates with the National/Territorial/Divisional Administration of The Salvation Army to ensure program compliance with the philosophy, goals, and objectives of The Salvation Army.
DIVISIONAL ENERGY ASSISTANCE PROGRAMS ADMINISTRATION
  • Serves as liaison to the utility companies on behalf of The Salvation Army; meets with company officials; addresses and responds to any problems that arise, etc.
  • Directs the maintenance of all correspondence, reports, documentation, and bookkeeping ledgers required in operation of these programs.
  • Assists in the public relations and advertising promotions as they related to the energy assistance programs.
