About UsThe North Carolina Office of the State Auditor (OSA) is your fiscal watchdog. We audit more than $100 billion in state assets and liabilities each year, bringing transparency to local, state, and federal government. Our reports and findings include recommendations that result in good government reforms. OSA thoroughly investigates alleged cases of fraud, waste, and abuse of taxpayer dollars, working with law enforcement on prosecution when warranted.
Description of Work This position is designated as Exempt Policy-Making under G.S. 126-5(c)(3) and is considered an at-will appointment.
The Office of the State Auditor (OSA) is seeking a Senior Grants Compliance Specialist to serve within our Rapid Response Division. Through this position you would mentor other Grants Compliance Specialists, while also ensuring grant funding among North Carolina public entities are properly used.
As part of our team, you will get to:
• Work as part of a team to plan and conduct audits of a variety of grants being used by public state entities
• Speak with auditees, agency management, and legislators to understand the programs under an audit
• Conduct on-site fieldwork, including information gathering and interviews, to determine:o Any risks impacting the program under the audito To identify processes and controls that mitigate program risks
• Review and analyze source records, programmatic data, financial and program documentation, and/or systems
• Learn more about state and federal agencies, programs, statutes, rules, regulations, and policies
• Document the results of your work and any potential findings and recommendations
• Help in the writing of the final reports established by the Rapid Response Division Knowledge

/Management Preferences Salary Range: $90,000-$100,000

/Competencies Skill in reviewing budgets, expenditures, and financial reports to ensure alignment with grant terms
Ability to interpret grant agreements and identify allowable vs. unallowable costs
Ability to detect discrepancies or misuse of funds through detailed ledger and invoice analysis
Knowledge of Grant Compliance Regulations Experience in Internal Control Assessment related to grants
