Position: Assistant HR Manager (Bilingual Mandarin–English)

About the Role

The Assistant HR Manager leads the company’s recruitment and talent acquisition efforts while helping build the foundation for a growing HR function. This role is recruiting-first
, with a strong emphasis on full-cycle hiring, hiring quality, and workforce planning.

As the HR function continues to develop, this position offers a clear growth path into broader HR responsibilities, including onboarding, training coordination, payroll support, and HR systems. We are looking for someone who enjoys hands-on recruiting work and is also interested in growing with the company over time.

The ideal candidate is practical, organized, and proactive, with a strong sense of ownership and follow-through.
Mandarin Chinese proficiency is required to support communication with leadership and cross-functional teams.

Key Responsibilities 1. Recruitment, Talent Acquisition & Hiring Compliance (Primary Focus)
  • Lead full-cycle recruitment, including workforce planning, job posting, sourcing, interviewing, selection, and onboarding.
  • Partner closely with department managers to understand hiring needs, role requirements, and timelines.
  • Develop and maintain structured interview processes, hiring criteria, and evaluation tools to improve consistency and hiring quality.
  • Manage relationships with job boards, recruiting partners, schools, and other talent sources.
  • Build and maintain a strong talent pipeline for both current and anticipated hiring needs.
  • Maintain accurate and confidential recruiting and employee records.
  • Support hiring and onboarding compliance requirements, including I-9, E-Verify, background checks, and related documentation.
2. Recruiting Process Optimization & Payroll Support
  • Standardize recruiting workflows, onboarding checklists, and hiring documentation.
  • Improve candidate experience and employer branding throughout the recruiting process.
  • Track recruiting metrics such as time-to-hire, pipeline status, and offer acceptance, and provide regular hiring updates to management.
  • Assist with payroll preparation and coordination, including data collection, verification of hours, and coordination with external payroll providers or internal finance teams.
  • Gain hands-on exposure to payroll processes and controls as part of building a scalable HR foundation.
3. Training & HR Development Track (Growth-Oriented)
  • Coordinate onboarding and basic training activities for new hires.
  • Assist management in identifying training needs and early-stage development opportunities.
  • Support structured onboarding and early-stage employee development initiatives.
  • Gradually take on broader HR responsibilities, such as training coordination, HR process improvement, and HR system support, based on capability and company needs.
Qualifications
  • Bachelor’s degree in Human Resources, Business, or a related field preferred.
  • 2+ years of experience in recruiting or human resources, with a strong emphasis on talent acquisition.
  • Solid understanding of recruiting methods, interview techniques, and hiring best practices.
  • Basic understanding of payroll processes, or strong interest in learning payroll operations.
  • Interest in growing into a broader HR management role over time.
  • Strong communication, organization, and follow-up skills.
  • High level of professionalism and discretion when handling sensitive information.
  • Proficiency in Microsoft Office and basic HR or ATS systems.
  • Full-time, office-based position located in Lancaster County, South Carolina.
