HR Operations Manager

Location: Charlotte, NC (Hybrid)

Department: People / Human Resources

Reports To: Head of Human Resources

About the Role

As our business continues to grow and operate across multiple states, we are expanding our People team to support the next phase of scale. We are seeking an HR Operations Manager to own the day‑to‑day execution of HR operations while helping build and strengthen the infrastructure needed to support a growing, multi‑state workforce.

This is a hands‑on, execution‑focused role for an experienced HR operations professional who enjoys owning outcomes, building structure, and applying sound judgment in real‑world business situations. The role partners closely with People leadership, recruiting, operations, and managers across the organization to ensure HR processes are accurate, compliant, and consistently executed.

Payroll, PEO & Payroll Tax Administration
  • Own end-to-end payroll administration, including processing, audits, and issue resolution.
  • Serve as the primary owner of the payroll vendor or PEO relationship.
  • Oversee payroll tax compliance (federal, state, and local) through payroll systems or vendor partners.
  • Review payroll tax filings, notices, and reports; coordinate resolution as needed.
  • Support year-end payroll processes (e.g., W-2s, reconciliations).
  • Ensure accurate employee classifications, pay practices, and deductions.
Benefits Administration
  • Manage day‑to‑day benefits administration, including enrollments, changes, terminations, and employee support.
  • Partner with benefits brokers, carriers, and vendors to ensure smooth administration.
  • Support annual open enrollment and benefits renewal execution.
  • Maintain benefits documentation and ensure consistent administration across employee populations.
Multi-State Compliance & Risk Management
  • Support compliance with multi‑state employment laws, including wage and hour requirements, leave administration, postings, and notices.
  • Manage workers’ compensation and unemployment processes.
  • Maintain compliance tracking, documentation, and audit readiness.
  • Assist with government inquiries and external audits as needed.
Employee Relations & Performance Support
  • Serve as a first‑line HR operations partner for employee questions and concerns.
  • Support managers with performance documentation, corrective action, and policy interpretation.
  • Conduct investigations when necessary, ensuring fair and consistent outcomes.
  • Support performance management processes through consistent execution and documentation.
HR Systems, Tools & Infrastructure
  • Administer HR systems and platforms (HRIS, payroll, benefits, document management).
  • Build and maintain operational trackers, logs, and dashboards using spreadsheets or similar tools.
  • Develop and document HR workflows and SOPs to support consistency and scalability.
  • Partner with vendors, agencies, and internal teams to implement and improve systems and processes.
Collaboration & Partnership
  • Work closely with the VP of People, recruiter, office administrator/coordinator, and cross‑functional leaders.
  • Partner with managers across departments to reinforce HR best practices.
  • Help translate People initiatives into practical, executable processes.
  • Contribute to improved alignment, clarity, and follow‑through across teams.
What We’re Looking For
  • 7+ years of experience in HR Operations, People Operations, or similar roles.
  • Direct, hands‑on experience with payroll administration and payroll tax compliance (via PEO or payroll vendor).
  • Experience administering employee benefits programs.
  • Experience supporting multi‑state employment compliance.
  • Background handling employee relations and performance documentation.
  • Strong systems and platform administration skills, including building trackers and documentation.
  • Proven ability to work independently, manage priorities, and execute with minimal oversight.
  • Strong judgment, attention to detail, and follow‑through.
  • Ability to partner effectively with leaders, managers, and employees at all levels.
Preferred but not required:
  • HR certifications (PHR, SPHR, SHRM-CP, SHRM-SCP)
  • Experience working with PEOs
  • Experience in regulated or operationally complex industries
