About the Opportunity
This position is responsible for
Plans, develops, administers, leads, supervises, and directs the Social Services Department for the Area Command operations which include:
Social Services, Center of Hope, Booth Commons, Adult Services, Youth Services, Education, Statistics & Outcomes, Social Service Strategic Partners; directs the selection, training and supervision of all staff responsible for performing the daily operational duties of the Social Services Department; plans, develops, implements and evaluates a variety of strategies to ensure the highest level of quality service and care to the citizens that The Salvation Army serves.
Ensures work is in compliance with established policies and procedures. Administers the department budget and secures funding for programs; research grants proposals, and ensures program operations are in compliance with contract agreements. Serves as a leader in the community by performing public speaking and promoting social services.
Designs, administers, leads, plans, supervises, and directs all areas of the Social Services Department, resulting in fiscal stability, programmatic accountability, and enhancement of the department and its areas of operations, which include Social Services. Center of Hope, Booth Commons, Youth Services, Adult Services, Education, Statistics, Food Services, Safety and Triage, Strategic Partnership, Measurements and Outcome.
Directs all social service functions for the Area Command; ensures the highest level of quality service and care that will empower clients to become responsible decision-makers while improving their way of life.
Directs all youth service functions for Social Services Department; supervises the Youth and Educational programs specific to Social Services clients to ensure that The Salvation Army provides a safe, Christ centered environment where children and youth can be encouraged and nurtured through quality programming to become productive citizens; ensures facilities are secure and adequate for present programming needs and future growth.
Directs the selection, training, and supervision of all staff responsible for performing the daily operational duties of the Social Services Department; instructs and trains employees in the procedures and manuals. procedures for conducting work; monitors work for compliance with established program policies,
Develops procedures, standards, and regulations; makes hiring and firing recommendations. Conducts performance evaluations and recommends salary increases.
Develops and administers the departmental budget in collaboration with Program Managers, the Finance Department, and the Area Commander. Regularly reviews the budget to monitor funding and expenditures, ensuring compliance with budget projections and constraints.
Attends meetings and other community involvements that are pertinent to the promotion and support of The Salvation Army and enhances its programs and projects.
Program Development and Evaluation Responsibilities (50%)Researches, develops, implements, and evaluates programs and client needs to identify gaps in service and effectiveness of social service programs; reviews and recommends program mix/site additions and deletions (e.g., homeless family shelter programs, expansion of homeless service to address keys to unlocking the cycle of poverty - substance abuse, education, job/career counseling, etc.)
Directs the development, implementation, and communication of comprehensive programs for the dissemination of information about and promotion of The Salvation Army Social Services.
Develops and maintains relationships with funders, including government agencies, corporate partners, major donors, and foundations, ensuring proper communication.
Reviews, monitors, and interprets all functions of development for compliance and adherence to policies and procedures; develops, implements, and monitors additional policies and procedures for these operations and ensures compliance with the same, which includes any legal requirements, standards, and regulations.
Plans, develops, and evaluates social services strategies and their effectiveness in achieving short-range and long-range goals; communicates and coordinates with the Area Commander on the status and accomplishment of short- and long-range plans, goals, and objectives.
Researches and identifies new local, state, and federal funding sources for the programs that comprise the Area Command and prepares funding, grant, and contract submissions for new and existing funding sources.
Directs outcome measurement functions for the Area Command to ensure data is collected, compiled, and reported within the highest level of timeliness and accuracy; reviews and monitors statistical / outcome information to identify program success and levels of performance.
