** Description of Work
** RECRUITMENT RANGE: $109,171 - $180,966    The purpose of this position is to assist the Transportation Mobility and Safety Division Director in directing and overseeing statewide programs related to transportation mobility, traffic operations, system management, and freight permitting. This position provides leadership for the Transportation Systems Management & Operations (TSMO) Unit, the Traffic Management Unit (TMU), and the Oversize/Overweight Permit Unit (OSOW).

The role ensures that mobility strategies, real-time operations, traffic engineering design, congestion management programs, and freight routing processes are delivered consistently, efficiently, and in compliance with state and federal standards. The position provides technical, managerial, and administrative oversight to ensure safe and efficient movement of people and goods across the State Highway System. This position oversees all functions provided by the assigned units’ staff, manages administrative budget, approves strategic plans and business plans of the mobility units, approves staff allocations, is responsible for performance and quality assurance, and leads legislative and regulatory initiatives.
The incumbent must have the ability to establish and maintain effective working relationships with other employees, particularly the heads of organizational units that are likely to be impacted by the activities or actions of this Group. Extremely important are the communication skills required to communicate effectively both orally and in writing with:

• Other engineering managers and professionals, both internally and externally (Department Unit Heads, Division Directors, Senior Management staff, etc.).

• The Division of Motor Vehicles.

• Local government, transportation, and local law enforcement officials.

• Elected officials at various levels of government:

• Planners at all levels of government, specifically those associated with Municipal Planning Organizations (MPOs) and Rural Planning Organizations (RPOs)   
• The Attorney General's Office and other legal professionals outside the Department of Transportation.

• The State Highway Patrol and other members of the law enforcement community.

• The Highway Safety Research Center and other members of the research community at North Carolina State University, the University of North Carolina at Charlotte, other universities, and the Institute of Transportation Research and Education.

*** Considerable knowledge of engineering theory, traffic operations, ITS systems, work-zone engineering, and freight routing practices, along with state and federal regulations governing mobility, operations, traffic control devices, and transportation engineering.
* Demonstrated ability to develop long-range operational goals and objectives and to implement strategies that meet short- and long-term mobility needs, as well as develop, implement, modify, and enforce standards of practice and operational procedures.
* Demonstrated ability to oversee program budgets, allocate resources efficiently, and evaluate technical and administrative work products.
