** SUMMARY
* * The City seeks a strategic, community-oriented professional to serve as the Neighborhood Stability Supervisor, a leadership role responsible for managing complex housing stability programs, supervising staff, and guiding anti-displacement initiatives. In this role, you will oversee program operations, ensure policy compliance, support households at risk of housing instability, and build strong relationships with residents, partners, and stakeholders. You will coordinate closely with housing rehabilitation programs, other City departments, and external agencies to implement holistic solutions.

The position requires independent decision-making, program oversight, and the use of data to evaluate effectiveness and strengthen City programming.

Major

Duties and Responsibilities:

* Actively engage with communities to understand their needs and challenges, serving as a primary City contact for residents, neighborhood associations, and partner organizations.
* Manage and administer City housing programs, acting as a program manager and generalist responsible for overseeing business processes, staff workflow, quality control, compliance documentation, contract management, and financial processing that move clients through multiple City programs.
* Connect residents with comprehensive resources, including housing rehabilitation, healthcare, education, employment, and displacement-prevention services.
* Conduct thorough data-gathering and analysis activities to evaluate program outcomes, inform strategic decision-making, and identify opportunities for program enhancements.
* Collaborate with City programming teams to assess initiative effectiveness, develop improvements, and implement updated processes, policies, and operational practices.
* Advocate for residents and communities, ensuring programs align with evolving needs and support long-term housing stability and neighborhood vitality.
* Supervise staff, including coordinating day-to-day operations of applications and interactions for programs such as Safe Home, Lead Safe, and Emergency Repairs; overseeing contract staff; establishing priorities; evaluating performance; and ensuring alignment with program objectives.

Knowledge, Skills & Abilities:

* Proficient in business English, spelling, punctuation, and arithmetic.
* Familiarity with office equipment (e.g., printers, scanners, etc.).
* Ability to supervise, train, and lead clerical and support personnel, including overseeing multiple program workflows and contractor performance.
* Considerable knowledge and experience with information technology, including the Microsoft Office suite, databases, and cloud-based management and record solutions.
* Skilled in maintaining complex records, organizing data, preparing reports, and interpreting data for strategic program improvement.
* Able to work independently on confidential administrative and managerial assignments, using judgment to interpret policies and make field-level decisions.
* Proficient in typing, note-taking, and composing effective and accurate correspondence and program communications.
* Highly proficient in Microsoft Excel, data analysis, and report generation to track program performance and support decision-making.
* Familiarity and experience with federal housing programs, including compliance, documentation maintenance, data entry, database management, qualification review, and updates to standard operating procedures.
* Strong organizational skills in administering community programs, including managing complex workflows, file documentation, bill payment processes, contract development, and other essential business processes.
